Manager of Business Development

Overview
Under limited supervision, this position performs increasingly responsible work to attract and retain business activity for the City of Portsmouth. Reports to the Assistant Director of Economic Development. Essential Job Functions
Researches and develops new business contacts and opportunities, prepares presentations and proposals; contacts and responds to prospect inquiries; assists in negotiations with company representatives; identifies and coordinates state, regional, and local programs to assist in business recruitment and retention efforts; identifies specific site and/or building requirements needed for expansion and/or relocation, and prepares related proposals; conducts and coordinates site visits. Prepares and administers commercial retention and expansion programs, and incentive programs such as the State Enterprise Zone program and Economic Development Authoritys Local Incentive program; prepares and presents briefings and reports to the Director, City Manager, or the public. Meets with city, civic, and business officials to discuss on-going projects, prospective business proposals, or matters affecting economic development in the city; assists in the development and implementation of marketing strategies to encourage new business and industries to locate in the City of Portsmouth; plans business trips; develops financial and return on investment modeling, financial statement analysis, decision modeling, and ad-hoc analysis. Discusses options and advises management regarding development obstacles, growth and expansion opportunities, and provides business assistance program information; acts as liaison and facilitates communication between the business and city departments and other agencies; develops and distributes relevant marketing materials and information to the business community; serves as the Enterprise Zone administrator, including preparing the annual Enterprise Zone Report. Can establish and maintain effective working relationships with members of the Portsmouth Port and Industrial Commission, Portsmouth Economic Development Authority, and other governmental officials, business and industrial representatives, and others as necessitated by work assignments. Can direct, assign and supervise a professional, technical and clerical planning and development services staff. Can exercise tact and courtesy with governmental officials and the general public. Requires a Bachelors Degree in Business, Marketing, Economics, Urban Studies, Public Administration or a related field and 5-7 years of demonstrated experience in economic development, sales, marketing or related experience, or an equivalent combination of education and experience. Strong communications skills are a must. Special Requirements
