The Fairfax County Sheriff's Office is seeking an experienced, highly organized, and detail-oriented information technology professional to work as a member of the Sheriff's Office Information Technology Branch. This position establishes the strategy, structure and management of applications that align with the sheriff's office priorities and business needs. Takes a leadership role in ensuring vendors deliver Information Technology solutions that achieve the defined scope and requirements and meet the needs of the agency. Provides project management for new applications through all phases of the project from initiation to project closure. Actively participates in the RFP process, when required, for procurement of new applications. As a key member of the Information Technology Branch, serves as an information technology subject matter expert and liaison with a variety of internal and external stakeholders: Sheriff's Office Command Group, Department of Information Technology (DIT), and other county departments, vendors, and community providers. Oversees sheriff office applications and data to align with countywide infrastructure, security standards, and policies and procedures. Analyzes current business practices and recommends changes as needed. Facilitates or leads major system/project initiatives with responsibility for multiple solutions and manages IT project implementation efforts. Performs advanced business analysis tasks, proposes complex solution design, and provides direction or advice to staff and/or vendors on a wide range of work in the design, development, implementation, and maintenance of business applications, interfaces, and data reporting on custom developed, commercial-off-the-shelf (COTS) products and subscription service (cloud) solutions. Creates and maintains project budget documentation, change orders, purchase orders, and purchase requests. Oversees user training needs and requirements to ensure proper and consistent systems use. Responsibilities Provides direction to align technology with organization's strategy, priorities, and business needs; Serves as lead system administrator for multiple complex interdepartmental systems in multiple environments on a variety of platforms; Develops the processes and policies to ensure compliance with federal and state systems and regulations; Serves as agency's point of contact to coordinate and funnel agency's needs and requests through Human Services' centralized IT Strategic Planning Group; Oversees the evaluation and redesign of business processes to enhance business functionality and efficiency and to facilitate large-scale change; Leads efforts to seek ways of applying new and existing technology to business processes, providing expertise on technical trends and external practices; Manages the business process activities for the systems development life cycle for new and/or existing complex systems; Manages the development, implementation, interoperability, quality assurance, and security of systems; Identifies and maintains key performance measures for business processes associated with technical systems; Manages workgroups that perform documentation of system requirements and specifications detailing user needs to be utilized by system technical support members; Manages staff performing the functional testing process during solution implementation to ensure that they function correctly to serve user needs without compromising other system functions; Determines appropriate system life cycle techniques and methods for implementation; Supervises the delivery of training classes to user groups; Evaluates, prioritizes, and educates others on the technical implications of requested changes and improvements on systems; Brokers services with DIT and vendors on behalf of customers; Coordinates multi-system solutions to clarify interdependencies so that systems interface seamlessly with each other; Communicates with other IT functional areas to apprise them of project status, inform senior management of progress, and keep DIT's technology and service managers aware of user issues needing resolution; Stays abreast of technology changes

Minimum Qualifications Bachelor's degree in computer information systems, business administration, or related field; plus, five years of experience in information systems and process redesign, managing and implementing all phases of the systems development life cycle, including at least one year of supervisory experience.

Preferred Qualifications

Strong information technology knowledge combined with leadership and management experience in the public safety arena. Strong Project Management experience. Experience ensuring systems meet the needs of the users. Expertise in keeping systems in compliance with local, state, and federal mandates and accreditation standards. Strong problem-solving ability, critical thinking skills, creative/innovative thinking ability, and desire to learn new skills and techniques. Excellent written and verbal communication skills with the ability to explain and document complex technical concepts to both non-technical and technical staff and vendors. Experience documenting business and system requirements, processes, workflows and training plans. Experience in creating and executing change management plans. Experience with user acceptance testing. Experience implementing enterprise-wide systems and conducting data and business process analysis. Experience supervising or directing a team of people and ability to manage and facilitate team processes and discussions. Experience in understanding both technical and business components. Demonstrated ability to collaborate and work with a wide range of stakeholders and team members. Ability to work independently while supporting multiple projects in a dynamic environment. Excellent time management skills and attention to detail.

Able to use hands, able to sit, able to lift computer parts and various types of hardware to include video cameras and storage devices. Incumbent may be required to lift up to 50 lbs.
