Overview

We are seeking a seasoned Project Manager with a strong background in Agile/Scrum methodologies and proven experience leading project teams on software implementations. The ideal candidate will be skilled in Azure DevOps or equivalent tools, vendor coordination, and cross-functional collaboration. This role will lead critical technology initiatives supporting a large, multi-year and multi-phase implementation of a COTS product.

Key Responsibilities

  • Lead cross-functional teams through the full project lifecycle, ensuring delivery on time, within scope, and budget.
  • Facilitate Agile/Scrum ceremonies including sprint planning, daily stand-ups, reviews, and retrospectives.
  • Collaborate across program workstreams to identify and manage dependencies.
  • Coordinate with vendors to align sprint and program increment deliverables.
  • Maintain and track project progress using Azure DevOps Boards (or similar tools such as Jira, GitLab, etc.).
  • Manage vendor relationships to ensure contractual obligations and SLAs are met.
  • Develop and execute risk management plans.
  • Ensure compliance with policies and security practices in project planning and execution.
  • Support organizational change management (OCM) by effectively communicating with stakeholders, preparing users for technology changes, and addressing resistance.
  • Create and maintain comprehensive project documentation including charters, schedules, RACI matrices, and post-mortem reviews.

Required Qualifications

  • Minimum 8 years of project management experience, with at least 3 years in Agile/Scrum environments.
  • Experience managing integration or data-focused projects.
  • Proficiency with Azure DevOps, Jira, or equivalent project tracking tools.
  • Demonstrated experience managing external vendors, including performance tracking and issue resolution.
  • Strong organizational, communication, and interpersonal skills.
  • Ability to work independently and align technical and non-technical stakeholders.

Preferred Qualifications

  • Bachelor’s degree in Computer Science, Information Systems, Business, or a related field.
  • Scrum Master certification (CSM, PSM, or equivalent).
  • SAFe certification or PMP.
  • Experience working in government, public sector, or other regulated environments.
  • Background in multi-phased COTS implementations
