OverviewUSA Program & Project Scheduling Director is a full-time role for Turner & Townsend. This position directs the function for all Major Programs in the USA, delivering scheduling services and helping grow services with new and existing clients. The role is a Key Management Gap with significant impact on the professional practice internally and on all major client programs in the United States. This role can sit in any key market region of the USA and significant travel will be required.ResponsibilitiesYou will lead regional scheduling teams across major construction programs, with a focus on high-tech, data center, and advanced manufacturing projects. Develop and oversee baseline and update schedules, drive consistency in scheduling standards, and ensure alignment with project milestones and contract requirements. Provide expert guidance on schedule logic, sequencing, and delay analysis. Mentor schedulers in advanced techniques including Time Impact Analysis (TIA), productivity tracking, and claims support. Collaborate with regional leads to elevate service quality and integrate scheduling into strategic planning and execution.Oversee the development and maintenance of Standard Operating Procedures and Work Instructions that will drive consistent delivery across the portfolio of global projects and programs.Lead a team of senior Project Controls Subject Matter Experts (SMEs), responsible for developing project controls processes across a global portfolio of mega projects and programs, setting direction for the team and overseeing their performance to meet client requirements. SME responsibilities include all project controls lifecycle functions across the Portfolio, governance and assurance, capital value/stage gating, estimating, value engineering, budget and cost control, vendor performance management, change and risk contingency management, schedule and earned value management, and scope management.Oversee governance and assurance processes, conducting regular reviews of individual projects and programs to ensure they are being delivered in compliance with the minimum standards of the client, as set out in Work Instructions.Represent project controls on senior governance boards responsible for overseeing delivery at Portfolio level and attend program/project steering teams as required.Oversee and support PCDs in planning and implementing project controls structure, resources, and timing for each project phase in alignment with the PCO.Implement standardized data gathering and reporting across the USA, and ensure all projects and programs adopt these processes to enable consistent reporting of performance across all project phases.Ensure quality and timeliness of all project reports (e.g., Central Program Management Office, Executive Steering Committee, Monthly Reports, Contractor Reports).Oversee and support PCDs in the development and maintenance of comprehensive project controls plans (cost, schedule, change, risk, earned value, invoice validation, communications, document management).Collaborate with Capital Procurement on contract and commercial strategy, and in the development of standard contract terms for project controls processes.Work with PCDs to ensure project controls requirements are embedded in all contracts.Develop and implement standard onboarding and skills training for resources across the USA ensuring that all project controls personnel complete the required training.Implement a lessons learned process and oversee collation of best practice from across the portfolio and from other similar programs.Lead on innovation initiatives to drive continuous delivery improvement in the development of best practice, process improvements and embedding best practice.Act as a point of contact and escalation for resolving issues, coordinating with projects and programs as necessary.Perform additional duties as assigned by project leadership.SOX control responsibilities may be part of this role, which are to be adhered to where applicable.Profile and key competenciesBachelor’s degree in construction management, cost management, quantity surveying, engineering or field related to construction.Graduate degree in quantity surveying, cost management, construction management, or engineering is preferred.20+ years of relevant scheduling experience.15+ years managing high performing scheduling/project controls teams in a consulting environment.Expertise in project management and scheduling software such as Primavera P6, MS Project, or similar.PMP, CCM, or other relevant certifications preferred.Strong knowledge of construction processes, project lifecycles, and industry standards.Proven track record in managing scheduling on large scale construction projects and programsProven ability to manage complex schedules, meet deadlines, and work under pressure.Strong analytical, problem-solving, and decision-making abilities.Exceptional business development acumen and ambition to drive business growth.Demonstrates excellent presentation, verbal, written, organizational and communication skillsMarket Sector ExperienceHyperscale and enterprise data centersSemiconductor and advanced manufacturing facilitiesHigh-tech R&D campusesClean rooms and mission-critical environmentsLarge-scale commercial and industrial constructionProject/Program Size in Dollar ValueExperience managing scheduling efforts on complex programs ranging from $100 million to over $1 billion, including multi-phase, multi-site projects with aggressive timelines and high stakeholder visibility.Software Specific RequirementsMicrosoft Project for supplemental scheduling and coordinationPower BI or similar tools for schedule visualization and KPI reportingFamiliarity with integration of scheduling data into project dashboards and analytics platformsCertification RequirementsPrimavera P6 Certification strongly preferredPSP (Planning & Scheduling Professional) or equivalent scheduling credential desirableAdditional certifications in construction scheduling, delay analysis, or claims management beneficialOSHA 30 or equivalent safety training recommendedThe salary range for this full-time role is $200K-$300K per year. Ranges are determined by role and level and represent a good faith effort to provide a fair and equitable salary. This range is a reflection of base salary only, not of a total compensation package.
