The Purchasing Clerk is responsible for processing requisitions and ordering merchandise, supplies and equipment using agency guidelines, rules, policies and laws. Preparing and editing purchase requisition forms in coordination with various departments and corresponding with suppliers for quotations and assisting with the preparation of requisitions, purchase orders and buying duties. The Purchasing Clerk maintains purchasing and procurement reports and files updating records as needed. Interacts with suppliers in case of delay in delivery of supplies, receipt of damaged or incorrect quanity of goods. Other duties include working with two other purchasing clerks in performing a variety of general accounting support tasks, compiling data and preparing a variety of reports, analyzing cost of purchases from various suppliers to arrive at the best value. May train others. Works under general supervision with limited latitude for the use of initiative and independent judgement.

Compliance with HHS immunization Policy required: serological evidence of immunity to, or documented evidence of vaccination against, measles, mumps, rubella, varicella (chickenpox), Tdap, annual vaccination against influenza ( and hepatitis B if applicable).

Performs other duties as assigned. Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

Essential Job Functions (EJFs):

Attends work on a regular basis and may be asked to work a specific shift schedule or, at times, even a rotating schedule, extended shift and/or overtime in accordance with agency leave policy and performs other duties as assigned.

All the Clerk III's duties noted below are carried out both directly and in conjunction with two departmental subordinates.

Responsible for processing requisitions and ordering merchandise, supplies and equipment using agency guidelines, rules, policies and laws. Coordinates and places orders utilizing HHS Procurement Card per agency policy.

Prepares and edits purchase orders from various departments and corresponds with suppliers for quotations and assisting with the preparation of purchase orders and buying duties.

Maintains purchasing and procurement reports and files updating records as appropriate.

Analyzes records of material, prices, inventories and deliveries, and then using the records to compare prices, specifications and delivery dates to realized savings by choosing the supplier that provides the greatest value.

Interacts with suppliers in case of delay in delivery of supplies, receipts of damaged or incorrect quantity of goods.

Places orders with suppliers or vendors and ensuring that documentation is in order, with terms and conditions as specified.

Must operate a state vehicle to complete said tasks

Performs a variety of general accounting tasks support tasks.

Performs related work as assigned

Performs other duties as assigned. Registrations, Licensure Requirements or Certifications:

If transporting patients, must possess a valid Texas driver license or obtain it no later than 90 days after hire date to drive a state vehicle. Applicants with an out-of-state driver license must provide an original certified driving record from the state of driving licensure. Eligible driving record required based on HHSC Fleet Management policy.

Employee must provide transportation.

Initial Screening Criteria:

Experience in requisition process, ordering merchandise, supplies and equipment using agency guidelines, rules, policies and laws.

Experience with CAPPS Financial.

Experience maintaining purchasing and procurement reports and files updating records as needed.

Use of Microsoft Computer Programs (Outlook, Word, Excel, Internet Explorer, etc.).

Use of Excel and Adobe Acrobat.

Accurately read, write and communicate effectively orally and in writing.

Additional Information:

Applicants must pass a fingerprint criminal background check, pre-employment drug screen, and registry checks including the Client Abuse/Neglect Reporting System (CANRS), Nurse Aid, Medication Aide and Employee Misconduct, List of Excluded Individuals/Entities (LEIE). Males between the ages of 18-25 must be registered with the Selective Service.

All applicants must be at least 18 years of age to be considered for employment at a state-operated facility. Waco Center for Youth applicants must be 21 years of age.

Flexibility in work hours may be required for this position. The position may be required to work overtime and/or extended hours.

Experience with Microsoft Program Excel and Adobe Acrobat must be documented on employment application. Ability to Lift, Pull, Carry, or Push 1-25 lbs.

Compliance with HHSC immunization policy and state hospital operating procedures related to immunizations is required. According to the Centers for Disease Control and Prevention, healthcare workers are at significant risk for acquiring or transmitting hepatitis B, measles, mumps, rubella, varicella (chicken pox), tetanus, diphtheria, pertussis (whooping cough), and influenza. All these diseases are vaccine preventable. As a result, state hospital policy requires employees be vaccinated according to their level of contact with individuals. In the event you choose to not be immunized for the influenza virus, you may be required to wear a mask and take other protective measures.
