Performs a variety of complex clerical and technical customer service and permitting duties, requiring knowledge of building permit processing, water/sewer capacity fees and billing rates. Job Description: Review and process permits and calculate the required water and/or sewer capacity and connection fees. Receive, comment, approve, and track permits on computer tracking system. Complete required forms, applications, and other documents as needed. Maintain project folders. Collect and receipt required capacity/connection fees. Answer customer/builder inquiries. Notify customer/builder of fees and other requirements. Coordinate with other departments on permit status, information, and requirements including formulating independent decisions in accordance with applicable ordinances, regulations, and unit policies. Customer Service, Code Enforcement and Loan Administration: Calculate, quote, and receipt water/sewer capacity and connection fees for proposed and existing developments and projects. Assists with fire hydrant meter rentals for contractors/developers. Process and complete installment payment program applications. Set up new loan as needed, get approvals and record with clerk of court. Process recording of liens and final review of releasing lien after payment process. Back-up as needed active loan close-out in system upon final payment, do possible adjustments. Back-up as needed prepare invoices for payoffs of loans/liens. Back-up as needed notification of new owners when loan is not satisfied. Back-up monthly loan balancing and delinquency processing as needed. Back-up as needed bi-monthly review of daily loan report to prep loan adjustments and initiate loan close-out process. Answer or refer water/sewer availability or water/sewer line location inquiries, including written confirmation. Written confirmation of water/sewer availability and fees. Water and sewer capacity availability letters. Back-up as needed prepare billing adjustments to accounts for misapplied funds. Process customer refunds. Process code enforcement actions. Update code enforcement records. Assist customers in person and on phone. Maintain customer appointment schedule. Miscellaneous correspondence. Reviews and updates policies and procedures manuals and mandatory utility notifications. Back-up as needed adding recurring project surcharges to accounts. Back-up as needed manages sewer/water account delinquencies including coordinating elder valve installations and preparing account delinquency liens. Coordinate with Utilities Field Operations for water meter installation location and schedule. Coordinate with Utilities Field Operations and Engineering to confirm water/sewer availability. Represent Utilities at public outreach events. Work Hours: Monday

Friday, 7:30 a.m.

4:30 p.m. About You Minimum Qualifications: A High School Diploma or its equivalent, and two years of experience in a utilitys customer service environment or a permitting process/plans review environment. A valid Florida Drivers License. Preferred Qualifications: Experience in a utility customer service office/high volume phone center and/or building permitting/building plans review experience. Job Competencies: Computer skills including Microsoft suite, Outlook, Word and Excel. Ability to learn Naviline, Amanda, and MAXIMO. Business writing skills. Math aptitude. Customer service skills, including dealing with difficult customers and the ability to be empathetic. Ability to make independent decisions. Knowledge of standard office procedures and composition of correspondence. Ability to provide excellent customer service under pressure in a fast-paced environment and establish and maintain effective working relationships with co-workers, supervisors, and customers. Physical Demands: Must occasionally lift and/or move up to 10 pounds. About Everything Else Pay: $16.80
