Accounting Technician

Under minimal supervision by the Finance Director or Financial Services Manager, performs a variety of specialized, technical and complex accounting and financial work in the preparation, maintenance, and processing of accounting records and financial transactions. The Accounting Technician utilizes a high level of independent judgment and must have complete knowledge of department policies and procedures as well as considerable knowledge of citywide policies and procedures. This is a full-time, fully-benefitted opportunity with the City of Yorba Linda. This position is primarily a public service counter and cashiering position. First round interviews are tentatively scheduled for Thursday, September 25, 2025. Candidates selected to move forward will be notified accordingly. Examples of Duties

Cashiering/Revenue Collection. Performs a variety of fiscal duties involving financial recordkeeping and transactions, which includes but is not limited to the following individual tasks: Collects and accounts for money, issues receipts, operates a cashiering system, balances cash receipts, credit card receipts including on-line transactions for preparation of bank deposit. Verifies building permit and other fees for arithmetical accuracy, consistency, budget classification in accordance with established account coding and record keeping practices prior to processing customer's payment. Allocates receipts and charges to appropriate fund and revenue account. Verifies data received from city departments and generates invoices for damage to city property, citations, false alarms, city services and related matters. Performs as a backup to Business License position, which includes accepting and processing business license and massage permits, input and print renewals and issuing of new licenses. Performs on-line data entry and inquiry functions into finance database. Other Duties: Administers and maintains the automated financial accounting system hardware and software. Troubleshoots and resolves operational problems, performs backups and installs software upgrades and maintenance packages. Designs custom reports as needed. Prepares daily bank deposit, verifies the accuracy of account numbers and amounts, and prepares the cash reconciliation report for input into the automated financial system. Maintains, controls and reconciles petty cash fund. Pursues collections on returned checks. Prepares affidavits for stop payment for lost or stolen checks. Places stop payments, reissues checks and enters void, stop payment and manual checks into automated financial system. Maintains original documentation on deposit accounts. Prepares monthly and year-end journal entries, participates in year-end closing process, and assists in the performance of audits by outside agencies and the City's financial auditors. Responds to inquiries in person or by phone providing explanations of established procedures and work unit polices, issues routine correspondence to employees, vendors, businesses or the public according to established procedures in a positive and courteous manner. May supervise the work of Account Clerk/Senior Account Clerk. Backup for business license positions which includes accepting and processing business license and massage permits, input and print renewals and issuing of new licenses. Other duties as assigned. Desirable Knowledge Skills & Abilities

Knowledge of methods, practices, and terminology used in accounting and financial recordkeeping. Ability to perform responsible accounting duties with a minimum of supervision. Ability to make mathematical calculations with speed and accuracy and to prepare financial summaries and reports. Ability to operate modern office equipment and software, which include a ten-key calculator, a personal computer, excel spreadsheet, word document and accounting system software. Ability to establish and maintain cooperative working relationships. Ability to deal tactfully and courteously with the public. Other

Minimum Qualifications To qualify for this classification, an individual must possess any combination of experience and education that would likely produce the required knowledge and abilities and enable the individual to successfully perform the essential job functions of the position. A typical combination is: Five years of responsible experience in the maintenance of financial, fiscal, and related statistical records. Equivalent to an Associate of Arts or Associate of Science degree supplemented by college-level courses in accounting or business financial practices. Ten-key calculator by touch and experience using a personal computer, excel spreadsheet, word document and accounting system software. Physical Requirements Work is performed in an office environment utilizing modern office equipment and technology and may require sitting for prolonged periods of time using a computer. The incumbent stands, walks, and may twist, reach, bend, crouch and kneel. An incumbent must be able to meet the requirements of the classification and have mobility, vision, hearing and dexterity levels appropriate to the duties to be performed. This position has exposure to vibrations from a computer and other office equipment; computer glare. Exempt/Non-Exempt This is a non-exempt position. Overtime at the rate of one- and one-half times the hourly rate of the classification is paid for hours worked in excess of 40 hours per week. Background Check/Physical Exam Individuals selected for employment will be required to take and pass a background check (fingerprinting) for all positions and medical exam for full time and permanent part time positions. The background check and medical examination are at City expense; and conducted by a law enforcement agency and physician designated by the City. Candidates who are currently working are urged not to resign until they have successfully passed the background check, physical examination and received a final offer letter.
