Payroll Administrative Assistant
Join the City of Wichita as an Administrative Assistant in Payroll, where your expertise directly ensures accurate, timely, and compliant payroll processing for a diverse municipal workforce. This position plays a critical role in maintaining employee trust, supporting departmental leadership, and safeguarding adherence to federal, state, and city regulations. As a key member of the Finance team, you will process weekly payroll, reconcile payroll discrepancies, administer mandated deductions, process payroll journal entries and GL coding, and provide payroll guidance to staff across the organization. Your work directly impacts operational efficiency and financial accuracy, making this role integral to the City's mission to provide outstanding public service while maintaining the highest payroll standards. Processing weekly payroll for the City of Wichita Perform set-up and processing of all new hires and terminations, as well as employee status changes Monitors and ensures compliance with policies and procedures as they relate to pay and Union agreements Monitors and communicates on matters involving HR Policy including Union contract agreements Process and submit ACA reporting to ensure compliance with federal laws regarding ACA Process and submit new hire reporting through the KSDOL website Answer all questions asked by Directors, HR Specialists, Administrative staff, Payroll liaisons and employees regarding pay and pay policies Review and audit timesheets submitted by administrative staff, and payroll liaisons for accuracy Process city and government court mandated deductions to include Income Withholding Orders, US Levy's, State Levy, student government loans, and Chapter 13 bankruptcies Handle vendor payments, calculate and enter work comp/injury leave time sheets, and set up all voluntary payroll deductions Analyze payroll reports after each payroll run, and check for over-payments, shortages, and adjustments needed Conduct research involving payroll discrepancies surrounding all Regular and OT pay, paid leave, unpaid leave, Work Comp, and any other compensation given by the City Provide information for employment verification for all local and federal government requests, as well as subpoenas for information. Considerable knowledge of research techniques and sources of information Previous experience in processing payroll Knowledge of Federal and State payroll laws and regulations Ability to ensure compliance with policies and procedures Ability to advise and instruct other employees on policy, and effectively deal with pressures and meet deadlines Ability to perform reconciliations and calculations Ability to learn and use payroll processing software systems Ability to use a computer to access, interpret and record information, including spreadsheet development Ability to problem solve using critical thinking and problem-solving strategies Knowledge of information resources and information evaluation and reporting techniques. Knowledge of the practices and principles of municipal government or of the organizational operations of the hiring department. Knowledge of Microsoft Office programs Intermediate to Advanced knowledge of Microsoft Excel. Knowledge of laws, ordinances and regulations governing municipalities. Ability to lift and carry items weighing up to 52 pounds. Ability to effectively plan, organize, and supervise the work of others. Ability to communicate clearly and effectively, both orally and in writing. Ability to develop and maintain effective working relationships with associates, other employees, representatives of other organizations, and the public. May require the ability to acquire and maintain a valid Kansas driver's license. Required Experience and Training
Required Experience and Training Associate's degree with Two (2) years of direct payroll processing experience, including calculation, reconciliation, payroll accounting principles, and submission of payroll. OR Six (6) years of direct payroll processing experience including calculation, reconciliation, payroll accounting principles, and submission of payroll Two (2) years of customer service or interpersonal communication experience, providing guidance, resolving inquiries, and maintaining professional interactions with staff at all organizational levels. Must be legally authorized to work in the United States without the need of a sponsorship. Attainment of passing scores on pre-employment tests. Candidates with the required experience and training will be required to take the following assessments: Microsoft Excel 2019
Whole Test Office Reasoning Sample - Problem Solving Logical Reasoning - Decision Making Numeric Proofreading Preferred Experience and Training Graduation from a four-year college 1 year experience with payroll journal entries or general ledger reconciliation.
