Reporting directly to the college President, the Associate Vice President of Communications and External Relations provides vision for, and directs the strategic implementation of, internal and external communications and designated external programs. This role optimizes the use of current communication platforms, digital tools, and outreach strategies to share information about the college’s programs, initiatives, goals, challenges, and accomplishments, with a focus on advancing equity for historically underrepresented students and community engagement. Nature and Scope

The AVP serves on the College’s Senior Leadership Team and provides leadership and oversight of all internal and external communications (website, social media, print and digital collateral). Responsibilities include media relations, stakeholder outreach, representing the college and President, overseeing designated technology operations, and participating in governance and operational committees. The AVP supervises various administrative, supervisory and classified positions. Key Duties and Responsibilities

The following duties are typical but not limited to the list below: Lead and oversee internal and external communications and external marketing, including website, social media, collateral, publicity campaigns, and major event planning and production, aligned with the college’s mission, vision, and values. Strategize content and design for website, digital and print communications, and student recruitment/advertising platforms. Manage media relations, including drafting press releases, coordinating interviews, and maintaining media relationships. Monitor legislative developments affecting community colleges and higher education to inform leadership, communications, and advocacy. Represent the college’s interests before legislative bodies, regulatory agencies, advocacy organizations, and elected officials. Organize and facilitate legislative communications, visits, advocacy events, community forums, and campus tours. Provide strategic communications counsel to the President and Senior Leadership Team. Oversee internal and external informational and promotional campaigns; collaborate to brand all college programs. Lead technology-related operations to support student communications and learning goals. Develop crisis communication protocols and serve as lead communicator during emergencies. Develop and maintain relationships with community leaders and partner organizations. Lead production of major planning documents (e.g., Accreditation Self-Study, Strategic Plan, Educational Plan, Annual Report, Fact Book). Formulate policies related to public information and community relations in conjunction with the district PIO; ensure compliance with FOIA and CPRA. Maintain campus brand identity and quality across print and online materials; support accessibility and consistency with the college’s identity. Create opportunities for employee leadership and community engagement; serve as Foundation liaison for campus fundraising. Participate in college governance and representative roles on external boards as needed. Develop and oversee budgets; hire, train, supervise, and evaluate staff; perform related duties as assigned. Employment Standards

Knowledge: Principles of communications, crisis communications, public relations, marketing, and advertising. Principles of journalism and media relations. Local, state and federal government operations. Working knowledge of applicable laws and regulations such as the California Education Code and labor laws. Skills and Abilities: Understanding and respect for diverse backgrounds of students, faculty and staff. Ability to balance global and detail perspectives with vision and execution. Exceptional oral and written communications; project management; leadership and supervisory skills. Interpersonal skills; independent judgment and discretion. Proficiency with computer applications and social media tools for communications. Minimum and Preferred Qualifications

Minimum Qualifications : Understanding and respect for diverse backgrounds of students, faculty and staff. Master’s degree in a related field. Two years of administrative experience or related leadership experience. Preferred Qualifications : Three years of administrative experience at a community college. Marketing experience in a nonprofit institution. Working Conditions

Environment : Typical office environment; travel as appropriate; some evening and weekend responsibilities. Physical Abilities : Hearing and speaking for communication; keyboard use; vision; ability to sit for extended periods; lift up to 20 pounds. Application Packet
