Overview
Principal Technical Consultant, Biologist/Regulatory Specialist, Power and Renewables role at ERM. This position supports ERM’s Capital Project Delivery service offering. The ideal candidate will have experience conducting and leading environmental permitting efforts with California utility companies, along with technical expertise in leading natural resource permitting, CEQA/NEPA, and large-scale capital projects in California. The role also offers potential growth opportunities in Account Management and people leadership. Responsibilities
Serve as Project Biologist/Regulatory Specialist for environmental impact assessment under CEQA- and NEPA-related activities and natural resource permitting in support of ERM clients’ capital projects (e.g., data centers, power generation, electrical transmission, renewable energy projects). Contribute to preparing technical studies and impact assessment documents, including Environmental Impact Reports (EIRs) and Biological Constraints Reports, serving in roles ranging from program manager to lead technical expert to QA/QC. Lead programs to develop permit strategies, specify best management practices, and prepare permit applications while negotiating conditions with applicable state and federal agencies. Direct permitting and compliance for telecom, energy infrastructure and other linear development projects with emphasis on US Army Corps of Engineers, California Coastal Commission, U.S. Fish and Wildlife Service, California Department of Fish and Wildlife, and Regional Water Quality Control Board permits and consultations. Collaborate with account teams to expand ERM’s services for clients, shaping engagement strategies and delivering the full spectrum of ERM’s consulting services to the electric/gas transmission and generation siting/development markets. Participate in the growth and development of a high-performance team, oversee project work of staff consultants, mentor staff, identify emerging talent, and ensure development opportunities. Work in a collaborative, cross-functional team environment to build ERM’s global business, lead client and practice teams, and drive innovation in the Impact Assessment and Planning service offering. Meet health and safety performance standards, financial targets, project budgets and schedules, client satisfaction, and internal risk management and contractual requirements. Requirements
BS/MS in biology, environmental science or related field. 6+ years of consulting experience, including substantial experience with electric/gas transmission and generation markets in California. Business acumen to understand risks and provide enterprise-wide solutions for clients. Demonstrated ability to deliver multi-million dollar environmental programs or win large and strategic projects. Established relationships with California utility companies, particularly PG&E, SCE and Sempra. Ability to cultivate new client relationships with Bay Area technology, media, and telecommunications clients in collaboration with account teams. Solid understanding of impact assessment and CEQA best practices in California’s electric/gas transmission and generation markets; strong technical reputation with regulators. Strong people leadership skills and the ability to manage, develop, and grow a team. Positive, collaborative attitude and a drive to contribute to ERM’s success as a global company.
