JOB SUMMARY
The Senior Planner is responsible for the administration of or assisting with the administration of various boards and commissions. The Senior Planner will participate in projects and perform functions associated with Town development projects and public outreach.
ESSENTIAL JOB FUNCTIONS: Provides staff assistance to senior staff and to boards or commissions. Reviews plans and submittals for Zoning Code and Land Development compliance. Assists in developing ordinances for the zoning code and land development regulations chapters of the Code of Ordinances. Assists citizens and developers with the various processes and procedures associated with applications to such boards and commissions. Assists citizens and business owners with zoning and land development questions. Compiles and inventories data and applies formulas related to population, transportation, economic issues, fiscal analysis, and geophysical characteristics of the Town. Tracks development projects for status and compliance with any mitigation or special conditions. Participates in or staffs public outreach efforts and public information projects related to Planning. Participates in site visits on occasion as it relates to development or construction projects Assists with special projects related to Planning. Performs other related assigned duties. MINIMUM REQUIREMENTS TO PERFORM WORK:
Bachelor's Degree in Public Administration, Planning or related field with five (5) years of related work experience; Or equivalent combination of education and experience; Preferred Specialized Certifications such as American Institute of Certified Planner, National Incident Management System, or certified arborist. KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of planning, zoning, and land development; Knowledge of economic, sociological and environmental aspects of planning. Knowledge of personal computers and GIS applications; Knowledge of planning principles and practices; Knowledge of zoning laws and comprehensive plans including their formation, process of adoption and enforcement; Skill in the use of public speaking; Skill in the use of customer service; Skill in the use of Geographic Information Systems; Ability to organize and direct the preparation of comprehensive research studies, analyze problems, prepare technical reports and formulate recommendations; Ability to communicate effectively orally and in writing with architects, contractors, developers, owners, supervisors, employees, and the general public.
PHYSICAL REQUIREMENTS:
There may be a need to visit construction sites occasionally and walk over rough terrain.
While performing the duties of this job, the employee is regularly required to talk or hear. Specific vision abilities required by this job include close vision, distance vision, usage of computers and reading.
This position requires substantial repetitive motion of wrists, hands, and fingers. The employee is frequently required to stand; walk; use hands to finger, handle, grasp or feel; and reach with hands and arms.
The employee consistently maintains balance either sitting, standing or walking and is occasionally required to stoop or crouch. The employee may occasionally push, pull or lift and move objects up to 10 pounds
WORK ENVIRONMENT:
The work environment involves everyday discomforts typical of offices, with occasional exposure to outside elements. Noise or physical surroundings may be distracting, but conditions are generally not unpleasant.
