Job Description
SUMMARY
Under the direction of the Administrative Services Director, the Human Resource Manager will plan, lead, direct, develop, and coordinate the policies, activities, and staff of the Human Resource (HR) division, ensuring legal compliance and implementation of the organization's mission and talent strategy.
SUPERVISION EXERCISED
Direct supervision over professional, technical, and administrative support staff of the division.
ESSENTIAL DUTIES
- Collaborate with senior leadership to understand the organization's goals and strategy related to staffing, recruiting, and retention.
- Plan, lead, develop, coordinate, and implement policies, processes, training, initiatives, and surveys to support the organization's human resource compliance and strategy needs.
- Administer or oversee the administration of human resource programs, including, but not limited to, compensation, benefits, and leave; disciplinary matters; employee relations and engagement; performance and talent management; productivity, recognition, culture, and morale; and training and development.
- Identify staffing and recruiting needs; develop and execute best practices for hiring and talent management.
- Address employee concerns, conflicts, and grievances. Conduct investigations and resolve workplace disputes.
- Conduct research and analysis of organizational trends and prepare professional reports for management using the organization's human resource information system (HRIS) and outside resources, including reports on retention, compensation, and equal opportunity.
- Monitor and ensure the organization's compliance with federal, state, and local employment laws and regulations, and recommended best practices; review and modify policies and practices to maintain compliance.
- Maintain knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law; apply this knowledge to communicate changes in policy, practice, and resources to upper management.
- Responsible for the annual review and revision of the employee handbook.
- Oversee implementation and strategic application of HRIS, including system administration, data accuracy, user access, roles, and permissions.
- Develop and implement division budget and actively participate in the development of the city-wide budget related to compensation and benefits.
- Direct the development and implementation of training and improvement programs.
- Facilitate professional development, training, and certification activities for HR staff.
- Serve on various committees as assigned or related to human resource management.
- Perform other related duties and responsibilities as assigned.
MINIMUM QUALIFICATIONS
Education: Bachelor degree in business or public administration with major class work in personnel administration, human resource management, or related field. Master degree preferred.
Experience: At least five years of human resources management with progressively increasing responsibilities, including at least three years of municipal administration and supervisory experience required.
Certifications/Licenses:
- PHR, SPHR, SHRM, PSHRA, or other applicable professional human resource management certification
- Valid Utah driver's license
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of:
- Principles of management, human resource and benefit administration, maintenance of public records, and municipal budgeting.
- Human resource laws and regulations as well as trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
- Human resource management principles, methods, and techniques.
- Job classification systems, pay plan design, and coordination.
- Benefit and retirement programs related to municipal government.
- Office management principles, practices, and equipment.
Skill with:
- Interpersonal relationships and management principles.

- Public speaking and conducting meetings.
- Intermediate level of computer proficiency.
Ability to:
- Gain a comprehensive knowledge of City ordinances, state law, federal law, and other guidance related to human resources.
- Provide full scope human resources support and consultation, recommendations, and fact-based guidance to leadership and employees.

WORKING CONDITIONS AND PHYSICAL DEMANDS
Work in a standard office environment which includes reaching, bending, sitting, standing, talking, hearing, and listening. Ability to travel to different sites and locations.
