Job Title: Business Analyst
HBITS Task Order: HBITS-07-14274
Agency: Department of Environmental Conservation (DEC)
Location: Albany, NY – Hybrid (Onsite from Day 1 required)
Duration: 30 Months
Rate: Depends on experience

Responsibilities

  • Conduct business process analysis and documentation using journey mapping, modeling, and reengineering techniques.
  • Map legacy applications to program functions and identify overlaps or inefficiencies.
  • Elicit, clarify, and document functional and non-functional requirements through workshops and interviews.
  • Collaborate with Systems Analysts to perform fit-gap assessments and support remediation planning.
  • Partner with other Business Analysts to document cross-agency workflows and identify shared efficiencies.
  • Translate business needs into structured requirements and design to-be process states.
  • Prepare process diagrams, requirement documents, and executive summaries to support decision-making.
  • Provide analysis and documentation in support of executive-directed initiatives.
  • Utilize tools such as Visio, Excel, SQL, or low-code platforms to support documentation and validation.
  • Track project issues, decisions, and deliverables across assigned workstreams.

Qualifications

  • 7 years of experience documenting as-is/to-be processes and workflows.
  • 7 years of experience gathering and writing functional and non-functional requirements.
  • 7 years of experience collaborating with technical and business teams on modernization or legacy replacement projects.
  • 4 years of experience using structured elicitation techniques (journey mapping, business process reengineering).
  • 4 years of experience working on cross-agency or multi-stakeholder projects.
  • 3 years of experience using Visio, SQL, or low-code platforms (Power Platform, OutSystems, etc.).
  • 3 years of experience supporting process improvement and workflow optimization initiatives.
  • Business Analysis Certification (CBAP, PMI-PBA, or equivalent).
