The Maryland Department of Housing and Community Development (DHCD) is the State's leader for small business development and community revitalization. This is an opportunity to support small businesses and real estate developments, and community revitalization projects that would otherwise not come to life. The main purpose of this position is to oversee and review the work products of a team of underwriters within the Division of Business Development who process loan applications of up to $5 million, assess project risk from multiple perspectives (financial; reputational; and life, health, and safety), structure transactions to achieve Departmental goals while mitigating those risks. This requires balancing Financial Viability with a mission-driven approach to lending and managing a portfolio of up to $100 Million. The position plans, coordinates, directs, negotiates, examines, analyzes, and interprets financial and/or construction data associated with DHCD business lending programs, lending partnerships, and federal funds. This position oversees, reviews, and recommends determinations on loan applications for the Neighborhood Business Works program (the State's premier small business lending program) and the federally-funded State Small Business Credit Initiative program. A successful candidate will have a strong financial background and experience as a mission-driven lender. This position leads a team of underwriters, provides guidance and oversight to underwriting work conducted, and is responsible for determining and maintaining underwriting guidelines. Program lending includes small business loans, real estate development loans, and lending to partners, as well as new loan products that may arise in future rounds. Position duties
The Director of Business Lending is a senior level position which directs and oversees the loan review and underwriting process for loans for the Division of Business Development. This position oversees commercial/real estate loan program, interbank loans, and the State Small Business Credit Initiative (SSBCI) program. The role requires broad lending expertise and involves leading on the technical aspects of processing loans and exhausting the program’s annual appropriations. This involves guiding processes and providing approvals or denials for commercial, real estate development, interbank, and venture debt loans up to $5 million. The position is responsible for ensuring underwriting analysis and process uphold the Department’s financial responsibilities while advancing the mission to improve Maryland’s economy, small business ecosystem, and jobs market. This includes oversight of the NBW classic loan program, NBW Linked Deposits program, NBW credit enhancement programs, SSBCI NBW loans, and any other future lending programs established under program authority. Leads the team of underwriters to examine, analyze, and interpret financial and construction data including financial statements, business plans, income statements, tax statements, profit and loss statements, cash flow, and construction documents. The Director must demonstrate expertise in assessing loans that drive economic stimulation by providing financial assistance to businesses unable to obtain adequate private capital. The role requires coordinating across divisions internally to the Department including the Chief Financial Officer, the Director of Finance and Administration, and the Director of the Division of Credit Assurance. The Director further communicates with potential lending partners to form partnerships that maximize the impact of program funds. This involves working with the Director of Strategic Initiatives, Assistant Secretary for Business Development, the Division of Neighborhood Revitalization, the Community Development Administration, and the Maryland Community Investment Corporation, among others. The work requires travel throughout the State of Maryland to attend conferences, hearings, meetings, or site inspections. Lastly, the Director is responsible for regular review of underwriting guidelines, including risk tolerance, pricing calculators, and consistency across application reviews and loan terms offered. This involves balancing sound underwriting with community development goals for complex business financing requests. Minimum Qualifications
Education:
A Bachelor’s degree in Finance, Business Administration, Economics, Accounting, Construction Management, Architecture, or a related field from an accredited college or university. Experience:
Eight years of professional financial/risk analysis experience in the private or public sector, managing government programs, lending and risk analysts, debt portfolios, examining and/or analyzing financial statements, budget, grant or real estate investment portfolio records and reports, or eight years of experience in Construction Management pertaining to commercial or multifamily housing government programs (as applicable). Notes: A Certified Public Accountant (CPA) certification or documented eligibility to sit for the CPA Examination may be substituted for the educational requirement. A Master’s degree in Finance, Business Administration, Architecture, Construction Management, Economics, Accounting or a related field from an accredited college or university may be substituted for two years of the required experience. Candidates may substitute one year of lending and risk professional experience, such as managing financial asset and debt portfolios, or one year of residential construction discipline or multifamily construction management. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting or Loan Officer Classifications, or as a commissioned officer in business and industry classification or business and industry specialty codes in the housing management field of work on a year-for-year basis for the required experience and education.
