Summary: The Site Manager of Parkwood Apartments is responsible for oversight of the daily operations of this apartment complex. The responsibilities include but are not limited to: reviewing applications for potential tenants, rents or leases apartments, collection of rents and deposits, coordinates maintenance of property, investigates and resolves tenant complaints and issues, prepares necessary reports. The Site Manager resides on site in an apartment within the community.

Responsibilities

Review tenant applications for eligibility; maintain and purge waiting lists; show available units.

Follow Burbank Housing’s procedures for processing eligible applicants within program guidelines (e.g., TCAC, CHFA, HUD, RHCP); ensure new move-in files are complete and orderly.

Attend training as needed and recommended by Burbank Housing; training may require overnight stays out of town.

Walk the property at least twice per day to ensure management presence and monitor appearance.

Attend regular in-house training and informational meetings offered by Burbank Housing.

Ensure vacant units are turned quickly by monitoring vendors and maintenance staff; walk vacant units daily to monitor progress.

Minimize vacancy loss by processing multiple applications upon notice of intent to vacate.

Distribute rent/credit memos, collect rent and deposits for posting; work with accounting staff to facilitate procedures.

Complete lease paperwork; outline conditions and terms of occupancy for new residents.

Perform annual re-certifications of tenants and prepare required reports and compliance documents.

Cooperate with compliance staff for audits, inspections, and annual reports for lenders and regulatory agencies.

Instruct tenants in emergency procedures, appliance use, and property rules.

Investigate tenant complaints, prepare incident reports and notices, and appear in eviction proceedings when required.

Show vacant units and apply approved marketing strategies to reduce vacancy loss.

Conduct annual unit inspections and coordinate turnovers; prepare security deposit dispositions for accounting.

With the Maintenance Supervisor, schedule maintenance staff, coordinate subcontractors for repairs and landscaping, and prepare work orders.

Other duties as assigned.

Qualifications Education and/or Experience: At least 3 years experience managing a large apartment complex; subsidized housing experience preferred. Real estate license or college-level property management coursework preferred.

Commitment and enthusiasm toward achieving Burbank Housing’s mission and vision.

Ability to work cooperatively with a diverse group of people; strong written and verbal communication skills.

Strong time management and ability to multi-task.

Language Skills: Proficiency in English for speaking and writing; ability to interpret rental agreements, government regulations, and budgets; ability to communicate effectively with groups and individuals.

Mathematical Skills: Proficiency with basic arithmetic, attention to detail, and accuracy.

Reasoning Abilities: Ability to analyze procedures, collect data, establish facts, and draw valid conclusions.

Management Skills: Ability to supervise, train, and direct on-site staff; detail-oriented and organized; attentive to tenants and staff needs.
