Planner IV (SR-22) IMMEDIATE VACANCIES in the Department of Planning, County of Maui. Permanent Full-Time. Salary note: SR-22 (Appointment may be made at any rate within the salary range from $5,369 to $6,283 per month at which appropriately qualified applicants can be recruited). Responsibilities

Assists in the design, development and processing of developmental and general plans, involving present and future zoning, land use, housing, recreation, transportation, urban renewal, capital improvement programs, and other planning areas; Analyzes and utilizes social, economic, demographic and physical data and reports and recommends proper zoning, land uses, building types, remedial course of action, etc.; Plans and supervises the conduct of data collection surveys necessary for sound planning; Conducts analytical studies to establish standards of measurement relating to land use mixes, emerging patterns and trends and other similar problems; Participates in the preparation of technical reports, maps, graphs, etc., necessary to support or illustrate plans; Interviews governmental and business officials for factual information, judgments and opinions related to the assigned study; Evaluates data or new concepts from technical journals, bulletins, books, etc., and prepares interpretive reports on their application to local situations; May act as liaison between the department and any external planning group involved in an assigned project. This is an amendment to the specification for the class PLANNER IV and outlines distinctions from Planner III and Planner V in terms of project scope and responsibilities. Minimum Qualifications

Training and Experience: as applicable for specific specializations: Zoning Enforcement and Administration Specialist: A combination of education and experience equivalent to a bachelor's degree in urban or regional planning, architecture, landscape architecture, civil engineering, geography, economics, sociology, public administration, or related field; and two and a half (2 ) years of research or analytical experience, including at least one year of experience reviewing and processing complex plans and specifications for compliance with zoning, subdivision, and land use regulations. Cultural Resource Specialist: A combination of education and experience equivalent to a bachelor's degree in urban or regional planning, architecture, Hawaiian studies, archaeology, history, anthropology, or related field; and two and a half (2 ) years of research or analytical experience including cultural resource management, historic preservation, or related studies. General Plan Specialist: A combination of education and experience equivalent to a bachelor's degree in urban or regional planning, architecture, landscape architecture, civil engineering, geography, economics, sociology, public administration, or related field; and two and a half (2 ) years of research or analytical experience including community planning. Substitutions Allowed: Credit for one-half year of required research/analytical experience for a bachelors degree in urban or regional planning. A masters degree in related fields with emphasis on research/analytical methods provides additional eligible experience as specified. A masters degree in urban and regional planning may substitute for two years of the required experience. License Requirement: Possession of a valid motor vehicle driver's license (equivalent to Hawaii Type 3) may be required for specific positions. Knowledge of: research methods, statistics; public planning, zoning, land subdivision; government structure; public financing; socio-economic research; and standard sources of socio-economic information. Ability to: develop planning ideas in accordance with laws and public interest; collect, analyze and interpret data related to planning and zoning; prepare graphs, charts and reports.
