The City of Minneapolis Procurement Office is seeking a Buyer. This position handles various purchasing activities for professional services, including overseeing the Request for Proposals process from start to finish and monitoring contract lifecycle. Salary and Work Location

Salary: Anticipated starting salary range is $82,336.80 - $100,081.28 annually, depending on qualifications. Work Location: Hybrid work arrangement, at least 2 days/week in our Public Service Building, located at 505 4th Ave S, Downtown Minneapolis. The city does not sponsor work visas. Key Responsibilities Evaluate department needs, review scope of services, and guide staff in procurement processes. Ensure procurement of products and services at the best value, oversee contract awards, and ensure contract terms are met. Collaborate with suppliers on market analysis and product research. Apply relevant laws, ordinances, and policies affecting purchasing. Train staff on purchasing procedures and contract compliance. Ensure compliance with prevailing wage, environmental, and equal opportunity laws. Manage disputes, maintain contract records, and evaluate supplier performance. Process purchase requisitions, orders, and contracts within procurement systems. Guide other departments in system use and perform special projects as needed.

Minimum Qualifications Bachelor's Degree in Business Administration or related field, or equivalent experience. At least 2 years of professional public buying experience or 5 years in private sector buying.

Selection Process

Candidates will be evaluated based on education and experience, with a passing score of 70% required. The process may include additional steps at the city's discretion. Additional Requirements

Background check and consent required. Unionized position under AFSCME. Knowledge of purchasing laws, systems (preferably PeopleSoft), and software skills. Preferred certifications: CPSM, CPPB, or Certified Public Professional Buyer.
