United Renewable Energy, LLC (URE) designs, builds and commissions maintains solar photovoltaic and energy storage systems. URE has been operating as an Engineering, Procurement, and Construction firm since 2008. Our headquarters is in Cumming, GA, with project locations throughout the Southeast, Mid-Atlantic and Midwest. The Pre-Construction Manager plays a critical role in the successful planning and execution of solar EPC projects. This individual will lead pre-construction activities including permitting, compliance, design coordination, and subcontractor qualification. The ideal candidate will be highly organized, collaborative, and experienced in solar project development and construction processes.
Responsibilities:
Permitting & Compliance
- Research permit requirements including solar specific requirements, costs, and required application components.
- Manage the application, submission and approval process of permits on new projects. tracking, and close-out on new projects. Ensure timely acquisition of approvals from Authorities Having Jurisdiction (AHJs).
- Maintain strong relationships with AHJs to facilitate smooth permitting processes.
Development Collaboration
- Partner with the Sales and Development teams to assess project viability.
- Conduct site evaluations, feasibility studies, and risk assessments.
- Provide input during the proposal and bidding phases. Provide input during the proposal and bidding phases.
Pre-Construction Schedule Management
- Create preliminary project schedules upon project inception.
- Manage, update, and maintain project schedules during the Pre-Construction phase.
- Raise flags and hold team members accountable when scheduled tasks are approaching or when we are at risk of or have missed committed timeframes for specific tasks.
- Track the overall critical path and escalate any critical path impacts to senior leadership.
Subcontractor Coordination
- Participate in subcontractor outreach including obtaining qualification information and onboarding as needed.
- Ensure new subcontractors meet company standards for safety, quality, and performance.
- Assist estimating with subcontractor bid packages and evaluation of proposals to formulate project budgets.
- Request Master Subcontract Agreements with subcontractors following a likelihood of award.
- Ensure consistency of handover with the Project Manager for lead subcontractors.
Engineering Collaboration
- Upon project award, coordinate with the Engineering team to review designs with an eye towards upstream contract and local ordinance requirements. local ordinance requirements.
- Review logistics plans for site layouts as they relate to access and constructability.
- Ensure design plans align with field conditions. and construction best practices
- Facilitate design reviews and value engineering efforts to optimize project delivery.
Project Management Support
- Support the Project Management team during execution with pre-construction insights.
- Provide data analysis and documentation to aid in scheduling, budgeting, and decision-making.
- Assist in resolving pre-construction-related issues that arise during construction.
Contracting
- Collaborate with team members for efficient contracting of prime agreements. Specific tasks will be to assemble exhibits within the Pre-Construction Manager scope of responsibilities.
Qualifications:
- Bachelor’s degree in Engineering, Construction Management, or related field (preferred).
- 5+ years of experience in solar EPC or construction project management.
- Strong understanding of permitting processes and regulatory compliance.
- Excellent communication and stakeholder management skills.
- Proficiency in project management tools and software (e.g. Procore).
Preferred Skills:
- Experience working with utility-scale or commercial solar projects.
- Familiarity with interconnection processes and utility coordination.
- Ability to interpret engineering drawings and technical specifications.
- PMP or similar certification is a plus.
Location:
- A home office is the primary work location.
- Preference is given to candidates in the Southeast region.
- Light travel required.
