Position: MMIS Interface Lead Location: Quincy, MA (Hybrid) Duration: Multi Year Renewable Contract Hours: 37.5 Hours Per week

Overview: Client is seeking to hire an Interface Lead to join our collaborative Medicaid Management Information System (MMIS) team. The Interface Lead will report to the O&M Manager. The Massachusetts Executive Office of Health and Human Services (EOHHS) is the largest secretariat in MA state government and is comprised of 16 agencies with over 20,000 employees statewide. EOHHS services directly touch the lives of slightly more than 1 in 4 residents of the Commonwealth - some of our most vulnerable children, youth, adults, individuals with disabilities and elders. EOHHS provides access to medical and behavioral health care, substance misuse treatment, long term services and support, and nutritional and financial benefits to those with low incomes. The Interface Lead should possess experience working on large-scale integration projects and a strong understanding of Medicaid and/or health insurance business processes.

This role manages the day-to-day interface operations and technical requirements of the MMIS system, supporting ongoing data research and analysis efforts. Key responsibilities include planning, developing, and executing interface implementation and data migration activities. The Interface Lead is expected to work independently and collaboratively with technical teams and business stakeholders; therefore, exceptional communication, coordination, and documentation skills are essential for success in this role. The Interface Lead will actively participate in MMIS internal projects, contribute to security and privacy standards, and support improvements to the Systems Development Life Cycle (SDLC). Candidates with prior experience in Medicaid systems will be given preference.

Detailed List of Job Duties and Responsibilities: Serve as the primary point of contact for 20+ external business partners and vendors for all file exchange and API-based interface activities. Lead the planning, design, implementation, and maintenance of MMIS interfaces (file-based and web service/API integrations). Gather and analyze interface requirements and technical specifications from partners to ensure seamless data exchange. Oversee end-to-end interface lifecycle management including onboarding, change management, enhancements, testing, deployment, and production support. Coordinate interface development and troubleshooting efforts with internal crossfunctional teams (technical, infrastructure, security, and business SMEs). Establish and enforce interface standards, data formats, communication protocols, routing, and transport mechanisms. Monitor daily file exchanges and API transactions to ensure timely delivery, data accuracy, and compliance with SLAs. Lead root cause analysis and remediation for interface-related issues, data discrepancies, or transmission failures. Ensure secure exchange of SSA, PHI and other sensitive data in accordance with HIP nd state data privacy regulations. Plan and conduct integration, regression, and UAT testing with external partners for new or updated interfaces. Manage partner communication related to deployments, outages, system upgrades, network changes, and emergency incidents. Maintain interface documentation including specifications, data mappings, process flows, runbooks, and support procedures. Collaborate with infrastructure teams on certificates, firewall/security changes, VPN connectivity, gateways, and SFTP/API environments. Provide strategic recommendations for improving interface processes, automation, monitoring, and operational efficiency. Mentor and provide technical leadership to Interface Analysts and support staff. Preferred Knowledge, Skills, and Abilities:

10+ years of IT experience with proven expertise in MMIS interface leadership, design, and support. Deep technical understanding of IT infrastructure, hosting environments, and integration standards. Extensive experience in interface architecture, design, development, and data structure modeling. Strong knowledge of SOAP/Web Services, XML standards, and enterprise data exchange patterns. Hands-on experience with secure file exchange protocols and mechanisms such as SFTP. Experienced in developing comprehensive business and technical requirements, interface design specifications, and supporting documentation. Proficient in SQL for data validation, analysis, and issue troubleshooting. Experienced with web service/API validation and testing using tools such as SoapUI (or similar), including test planning and execution. Solid understanding of encryption standards, security protocols, and Unix/Linux operating environments. Strong domain expertise in healthcare and Medicaid/MMIS with a focus on interface design, data structures, and transactional processing across multiple external partners. Education and Certifications:

Bachelor's degree or higher in Business, IT or Healthcare Administration or equivalent work experience.
