Position Description

The Administrative Services Officer 4 - Housing Data Analyst will report to the Senior Housing Policy Analyst or her designee and will work collaboratively with the Metro Housing team; Metro Planning colleagues; other Metro Departments; and the Metropolitan Development and Housing Agency.

The Metropolitan Planning Department of Nashville and Davidson County is seeking a Data Analyst to join the Metro Housing Division within the Department. Established in January 2022, the Metro Housing Division focuses on identifying and implementing solutions to help Nashvillians achieve and maintain housing security. The Data Analyst will play a key role in managing housing-related data to support policy development and program implementation. The ideal candidate will be a proactive, self-starting individual who can take initiative and bring creative ideas to the team related to storytelling, data visualization and data management. The position will be primarily responsible for collecting, analyzing and maintaining affordable housing data, generating reports, managing and updating the affordable housing dashboard, mapping housing trends, compiling and visualizing the performance metrics included in the Unified Housing Strategy, and supporting data-driven decision-making across the division.

Typical Duties

Compile and maintain up-to-date inventories of affordable housing units across Davidson County.

Update and manage the housing dashboard using a Tableau-based platform; coordinate with internal staff and external partners to update the dashboard.

Compile and analyze data for the performance metrics outlined in the Unified Housing Strategy and develop approaches for integrating these metrics into the housing dashboard to track progress and outcomes over time.

Coordinate with other departments and partners to compile data for the dashboard and housing inventory.

Collect, clean, and analyze data from various sources to support internal reports, program evaluation, and public communications.

Create GIS-based maps and spatial analysis products to visualize housing trends and support decision-making.

Monitor and synthesize relevant housing studies, reports, and datasets to inform division strategy and policy initiatives.

Develop standard operating procedures and protocols to guide the Division’s data management.

Ensure data integrity and accuracy across all reports and public-facing tools.

Assist with special data-related projects as assigned by supervisor and senior staff.

Minimum Qualifications

Employees would have a Bachelor's Degree in data science, public policy, statistics, or a related field from an accredited college or university, and three (3) years of professional experience in data analysis, data management or a related analytical role.

Note: Per Metro Ordinance No. SO94-1078. All employees of the Metropolitan Government shall be residents of the State of Tennessee or become residents of the state within six (6) months of employment as a prerequisite to employment with the Metropolitan Government.

Preferred Experience, Knowledge, Skills, and Abilities

Demonstrated self-starter with experience generating ideas and solutions, particularly around data visualization, storytelling, and data management

Familiarity with GIS and spatial data analysis, experience is preferred

Familiarity with Tableau experience is preferred

Knowledge of housing policy is preferred

Advanced proficiency in using Microsoft products, including Excel

Strong organization skills with the ability to move work forward on multiple projects simultaneously and meet deadlines

Strong communication skills with ability to translate complex data to multiple audiences
