Overview

Human Resources Generalist role at City of Evanston. Starts with salary range where applicable: $86,395.22 - $129,593.42 per year. Work schedule is Monday–Friday, 37.5+ hours per week with potential for hybrid-remote/in-person.

Responsibilities

  • Provide professional human resources duties in employee relations, training needs identification and program development, recruitment and selection, employee benefits, labor relations, and related duties.
  • Assist in identifying, evaluating and resolving HR and work performance challenges to facilitate open communication and improve employee skills and performance.
  • Carry out policies and programs relating to all phases of personnel activity in line with the Division of Human Resources and Public Safety Civil Service Commission.
  • Advise managers, supervisors and employees on HR policies, procedures and employee benefits, including collective bargaining agreements and personnel rules.
  • Research questions, verify answers, make decisions within guidelines, maintain records, and communicate decisions to involved parties.
  • Develop and coordinate training; assess training needs and identify opportunities; may conduct in-house training.
  • Coordinate recruitment efforts, job descriptions, testing, interviews, reference checks, onboarding and orientation for new hires.
  • Manage classification standards, compensation considerations, and post-hiring processes (orientation, training, performance evaluation); conduct exit interviews where applicable.
  • Analyze wage and benefits data and recommend adjustments to stay competitive.
  • Administer FMLA per agreements and laws; support disciplinary processes and union negotiations as needed.
  • Assist with payroll processes and HR system updates; handle confidential information appropriately.
  • Perform other duties as assigned.

Minimum Requirements

  • High school diploma or GED required.
  • At least five years of proven experience as a Human Resources Generalist/Human Business Partner/Human Resources Specialist or similar role.
  • Bachelor’s degree or higher in human resources, industrial relations, psychology, public administration, communications or related field highly preferred.
  • Experience with collective bargaining agreements preferred.
  • Valid driver’s license and safe driving record.
  • Demonstrated HR service provision skills; excellent written and verbal communication; knowledge of HR practices, laws and guidelines; strong analytical and customer service skills.
  • Ability to multitask and manage a high-volume workload; proficiency with computer software and HR systems; ability to work independently and collaboratively.

Physical and Work Environment

Primarily sedentary with occasional lifting up to 25 pounds; travel between City worksites as needed; indoor environment with standard conditions.
