The Human Resources Generalist at Metropolitan St. Louis Sewer District will be responsible for identifying, sourcing, and attracting top talent and managing the full recruitment lifecycle. Payroll and Benefits
The HR Generalist will support payroll processing and compensation activities and assist with benefits administration as needed. Responsibilities include processing bi-weekly payroll, handling deductions, ensuring compliance with federal and state payroll regulations, supporting year-end activities, and addressing employee payroll questions. The role also involves benefits administration support, retirement processes, vendor coordination, and maintaining accurate payroll and benefits records.
Essential Functions
- Sourcing and Recruiting: Actively source, screen, and recruit candidates for a variety of roles using job boards, social media, networking, and direct outreach.
- Job Postings: Create and post engaging job descriptions across multiple platforms; clarify role expectations and requirements.
- Candidate Screening: Review resumes, conduct phone interviews, assess qualifications, skills, and cultural fit; present qualified candidates to hiring managers.
- Interview Coordination: Schedule and coordinate interviews with hiring managers; ensure smooth communication.
- Collaborate with Hiring Managers: Understand hiring needs and align recruitment strategies with business goals.
- Offer Management: Extend offers, negotiate compensation, and follow up through start date.
- Candidate Experience: Maintain clear communication and provide feedback throughout the interview process.
- ATS Management: Maintain accurate candidate records, interview feedback, and hiring status in the ATS.
- Onboarding Coordination: Facilitate onboarding, including document signing, background checks, and initial training schedules.
- Diversity and Inclusion: Promote diversity initiatives and diverse candidate pipelines.
- Additional Responsibilities: May take on other responsibilities as assigned; requires accuracy, confidentiality, and strong work ethic.
Compensation, Benefits, and Administration
- Payroll Processing and Compliance: Review timesheets for accuracy, process payroll, validate compensation changes, manage deductions, prepare wires, ensure FLSA compliance, assist with year-end tasks, and address payroll inquiries.
- Compensation Support: Assist with merit increase processes and maintain payroll/compensation SOPs; generate reports for audits and compliance.
- Benefits Administration Support: Process corrections and deductions related to benefits; assist during open enrollment and respond to benefits questions.
- Employee Support and Education: Conduct new hire orientation, present on payroll topics, and distribute payroll communications.
- Administrative Duties: Process reimbursements, manage deductions, maintain records, process related invoices, and ensure proper filing for audits.
Qualifications and Training
- Training and Experience: Associate’s degree in Human Resources, Business Administration, or related field; four (4) years in recruitment or related experience.
- Desirable Knowledge, Skills, and Abilities: Strong communication, ATS proficiency, Microsoft Office skills, organizational ability, confidentiality, independent and team work, adaptability, and attention to detail.
- Payroll Training and Experience: Associate degree or 60 college credits in related fields; four (4) years in payroll processing; understanding of payroll regulations; proficiency with payroll software; certifications (e.g., CPP) are a plus.
- Benefits Training and Experience: Associate degree in related field; four (4) years in benefits administration; knowledge of federal/state benefits regulations; proficiency with HRIS; benefits certifications are a plus.
Special Requirements
- Must possess a valid driver’s license issued by the state of residence.
- Qualified candidates must pass a Non-D.O.T. drug test; MSD policy designates this position as non-safety sensitive and not subject to Federal D.O.T. drug testing.
- All current employees must have a rating of Meets Expectations or Proficient on their most recent performance evaluation to be eligible.
