Objective
Beloved Community Incubator (BCI) seeks a human resources consultant to develop the BCI Worker Manual, key policies, and an evaluation program. The ideal candidate will have expertise in shared leadership models or worker self-directed non-profit organizations, progressive movements, and human resource compliance in the District of Columbia.

Scope of Work
BCI Worker Manual
There is an initial draft of the Worker Manual that was published in 2021 and written mostly by the Co-Director team. The existing policies need a compliance review, formatting, and finalization. We also seek a gap analysis for what outstanding policies are needed to create a robust workplace culture.
Onboarding and Offboarding
BCI is at an exciting growth stage. We recently received substantial grant funding that will allow us to grow from five full-time employees to ten in the next two years. We need to develop a transparent, organized process for onboarding new employees. We also need support in creating exit interviews and checklists for offboarding. This will include a review of our current severance policy and onboarding materials from our two most recent hires.
Grievance and Conflict Resolution
As a worker self-directed project, BCI values its relational culture. We desire to create a safe environment where conflict is viewed as generative and constructive. We need support in developing a formal grievance process and resources for external mediation, when needed. We would like to address the inherent tensions within traditional grievance models and find a middle ground between informal and carceral systems.
Evaluation Program
BCI currently uses Gusto as the payroll and onboarding platform. We are open to exploring evaluation processes within or outside of the Gusto platform. We want to review best practices for equitable and evaluation policies in a worker-run organization.
360 Assessment
The BCI worker self-directed model creates a matrix of fully-realized worker board members at the top of the organization. Each worker board member is at the Director level within the organization, with no direct supervisory authority over each other. We seek a consultant to develop a 360 assessment for Co-directors to participate in annually as part of an evaluation process that shares core competencies with the staff evaluations. We want to evaluate Co-directors on annual goals and BCI cultural tenants.
Staff Evaluation
BCI currently has two part-time staff who will be eligible for this evaluation system. As new people join the organization, all full-time staff are eligible to join the worker board after one full year and completion of their probationary period. During their first year, those staff members would also participate in the staff evaluation. The staff evaluation will incorporate self-evaluation and supervisory feedback on performance on annual goals and cultural tenants.
Risk Management
BCI would like support for creating and maintaining a risk register to evaluate external and organizational risks; including conflict, liability, and reputational harm. We would like to create frameworks for discussing reputational risk and better understand the statutory disclosure parameters.

Pricing
This contract is not to exceed $10,000. Please include the hourly rate and estimated hours for completing the outlined scope of work.
Additional Bid Available: Ongoing Human Resources Support
BCI seeks an ongoing relationship with the human resources consultant to provide ad-hoc support throughout the calendar year. Tasks would include: policy development, mediation/grievance process support, and compliance reviews.
BCI is embarking on a Guaranteed Income Pilot, in partnership with Muslims for Just Futures. We will be engaging 40 stipended participants to engage in a cooperative incubator that will yield ten operational cooperatives at the end of the eighteen-month engagement. We need a consultant to develop the employment contracts and support our internal human resource processes for this unique group.
Pricing (Ongoing Support)
For the ongoing human resources support, we have a maximum budget of $25,000 annually. Please include the hourly rate and estimated hours for BCI support, coop support, and building policies for the guaranteed income pilot.
