Occupancy Specialist II (Buchanan Park -1349)

EAH Housing . This role is for a full-time COS II at Buchanan Park in San Francisco, CA. This is a HUD and Tax Credit property. Must have a HS diploma or equivalent. Two years of experience in property management and/or a housing regulatory agency, and related certifications preferred. A reliable vehicle and auto insurance meeting EAH minimums are required. Real Estate Salesperson license is desirable. Salary range: $27.50 - $44.00 hourly; hiring range for new employees is $27.50 - $35.75 hourly, DOE. Final offer will consider candidate experience and internal salary levels.
Position overview Responsible for assisting Resident Managers through hands-on processing of applications and recertification for new lease-up, acquisition rehab, and stabilized sites. Applies knowledge of local, state and federal laws and regulations relevant to affordable multi-family housing, LIHTCs and HUD programs. Under the direction of the Property Supervisor, may assist in the absence of a Resident Manager to ensure effective fiscal, physical and social soundness. Supports EAH’s mission and core values.
Responsibilities
Verifies incomes and complies with HUD, LIHTC, CDBG, or other regulations regarding income certifications and documentation.
Maintains and monitors a viable wait list of qualified applicants; sends notices to add/remove as needed.
Conducts phone and on-site interviews; shows units when available.
Monitors online applications and completes applicant certification and recertification online.
Schedules applicant appointments, conducts initial/follow-up interviews, and approves move-in files prior to manager approval.
Delivers recertification letters 120 days prior to anniversary date; schedules resident signings as needed.
Assists the Resident Manager with internal and agency file inspections; corrects non-compliance findings.
Sends reminders to residents who miss recertification appointments; reviews recertification schedule in Yardi monthly.
Reviews EIV monthly/quarterly and resolves discrepancies; ensures Next Available Unit (NAU) procedures are followed.
Supports Resident Manager and trains new staff in annual/interim re-certifications; participates in EAH’s Injury and Illness Prevention Plan.
Maintains regular and predictable attendance; performs other duties as assigned.
Essential floating manager duties and responsibilities
(when no Manager is present):
Maintain regular office hours and tenant-management relations.
Collect rents and make electronic bank deposits; enter transactions per REM Policies.
Verify incomes and comply with HUD/LIHTC regulations; complete recertifications timely.
Process invoices; manage security deposit agreements, inspections, and outgoing resident procedures.
Inspect grounds, monitor work orders, and manage supplies within approved limits.
Process reasonable accommodation/modification requests; may perform Leasing Agent duties as needed.
May conduct market surveys and assist with rental marketing; schedule vacant units for rental and occupancy.
Maintain waiting list, market units, and screen applicants according to guidelines.
Other duties as assigned.
Qualifications Must have a HS diploma or equivalent. Two years’ experience in property management and/or a housing regulatory agency. COS (Certified Occupancy Specialist), CPO (Certified Professional of Occupancy), TCS (Tax Credit Specialist), SCS (Site Compliance Specialist) or SHCM (Specialist in Housing Credit Management) or related designations preferred. Reliable vehicle with auto insurance per EAH minimums. Real Estate Salesperson license desirable.
Criminal background and drug testing EAH Housing conducts criminal background checks on all candidates who have received a conditional job offer. Some roles may require fingerprinting. If onsite housing is required, household members over 18 must also undergo background checks. Drug testing is required within 72 hours of a conditional offer. Marijuana/cannabis testing is not performed. Satisfactory completion is a employment requirement.
