SUMMARY:
Responsible for and assists with facilities planning sewer and road service activities including the ongoing repair and maintenance of roads, streets, storm drainage systems and all snow removal activities. ble to communicate effectively with Public Works Foreman, Assistant Superintendent, Parks and Recreation Director, Assistant Manager and Township Manager.
LEVEL OF SUPERVISION/SUPERVISORY RESPONSBILITIES:
Reports to and coordinate day-to-day and long-term activities in collaboration with the Assistant Manager and Township Manager. Responsibilities include interviewing, recommending hiring employees; planning, appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
(includes but is not limited to the following): · Responsible for all Township Public Works services to include facilities management, roads, buildings and streets, Wastewater treatment plant Operations and the maintenance and repairs of Sanitary Sewer Collection Systems and all Township owned Sanitary Sewer Pumping Stations. · Meets and directs weekly/ monthly work activities of the Public Works Department and Wastewater treatment Operations with Public Works Foreman and WWTP Assistant Superintendent. · Assists with the development, implementation, administration, and enforcement of departmental operations, policies, and procedures to improve quality and quantity of work, solve problems, and maintain fiscal responsibility. · Assists the Assistant Manager and Township Manager in the development and control of the Public Works budget and Capital improvements. Annually works with Public Works Foreman and Assistant Superintendent to project a five-year budget for equipment and Capital needs. · Suggests and/or designs departmental record keeping procedures to manage department records efficiently. Directs the preparation and maintenance of records and reports for various departmental activities. · Inspect and assess all roadways and surfaces in the Township with Roads Foreman and schedule five-year budget plan. · Administers a comprehensive, department wide safety and training program, including scheduling and planning safety and skill enhancement training, and frequent inspection of equipment and working conditions. · Provides support and recommendations on personnel matters, including interviewing and selecting new hires, preparing and reviewing performance evaluations, and advising the Assistant Manager and Township Manager on employee complaints and appropriate disciplinary actions. · Receives and resolves citizen complaints and complaints from other departments regarding Public Works activities. · Research and investigates special topics such as state and federal regulations, compiles findings, and recommends findings to the Assistant Manager and Township Manager. · Attends meetings and conferences, reads publications, meets with sales representatives and Public Works Foreman to keep abreast of new materials, methods and techniques for Public Works responsibilities. · Assists with the monthly operations and the repair and maintenance of all Township owned buildings (except for parks), vehicles and equipment. · Assists with all aspects of generators at the administrative building, Fire Dept., PW Garage, Wastewater Treatment Plant and Police Station. · Assists with all aspects of the Security Systems at Admin Bldg., Fire Dept. PW Garage, Wastewater Treatment Plant and Police Station. · Assists with all aspects of the Township's automotive fuel system. · Interacts with the public daily to address and resolve complaints and concerns. Prepares all required county, state and federal reports when necessary. · Works with PW Foreman to produce specifications for all new equipment including snow removal equipment, dump trucks and tractors. · Serves as a member of the Transportation Advisory Panel, a standing member of the Infrastructure Committee. · Develops and maintains the budgets for the Wastewater Department and the Road Services Department, not limited to Capital projects and planning out replacement of vehicles and equipment with Public Works Foreman and Wastewater Superintendent. · Oversee the preparation, submission, and tracking of grant applications for the Wastewater and Road Services Departments. Bachelor's Degree in related field (Public Admin, Business Admin, and Civil Engineering) is preferred. LANGUAGE SKILLS: Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information, and respond to questions from groups of managers, clients, customers, and the general public both orally and in writing. MATHEMATICAL SKILLS: Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry. REASONING ABILITY: Ability to understand, remember, and carry out complex oral and written directions. Ability to solve practical problems and deal with a variety of variables in situations where only limited standardization exists. Ability to interpret and properly apply a variety of instructions and regulations furnished in written, oral, diagram, or schedule form. CERTIFICATIONS/LICENSES/REGISTRATIONS: · Valid PA Driver's License and CDL (Class A or B) license or ability to obtain within 6 months of employment. · Operating knowledge of a sewer system or related background preferred. If none, willing to participate and potentially acquire a sewage license program after hire. · PA DEP A & B Operator training certificate (Gas System training) COMPUTER OPERATIONS: Proficient personal computer operations include electronic mail, record keeping, routine database activity, word processing, spreadsheet and graphics. Ability to learn other department related software as may be required. PHYSICAL DEMANDS: While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand, walk; sit; use hands and fingers to handle, feel, or touch objects, and extend arms to reach as needed. The employee is occasionally required to climb or balance; stoop, kneel, crouch, or crawl; and taste or smell. The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, and peripheral vision. WORK ENVIRONMENT: While performing the duties of this job, the employee is frequently exposed to moving mechanical parts and outside weather conditions.
