Director, Neighborhood Scale Transformation
Base pay range: $156,757.00/yr - $197,170.00/yr. NYSERDA describes its mission to advance New York’s energy transition and to support the environment, energy efficiency, and decarbonization through partnerships with stakeholders across government, industry, and communities.
Overview: This role leads the Neighborhood Scale Transformation (NST) team, which includes the New Construction and Thermal Energy Networks group as well as the Market Scaling group. The NST team oversees strategy, programs, and activities, with three key priorities: (1) support the new construction industry to design and deliver low‑carbon buildings that are safe, reliable, affordable, and compliant with laws and regulations; (2) animate the marketplace for low‑carbon thermal energy networks (TENs) and unlock private investment; and (3) form public–private partnerships to develop plug‑and‑play low‑carbon solutions and scale energy efficiency and electrification.
Responsibilities:
Lay out a vision and approach for how the NST team and key market partners work together to advance building decarbonization at scale across New York State.
Identify how strategies and programs should evolve to meet market needs, including ongoing stakeholder engagement with NYS sister agencies, market actors, trade associations, utilities, and community groups.
Oversee delivery of NST programs to meet objectives, key results, and market transformation metrics.
Provide insights and data to promote replication and reduce costs related to energy efficiency and decarbonization.
Manage all operational aspects of NST, including budget planning, project management, backend systems, performance reporting, and program evaluations.
Develop and manage senior-level relationships with market, policy, and other stakeholders; manage external-facing communications with NYSERDA and partners.
Respond to executive and agency requests for information, coordination, and engagement.
Strategic Leadership and Development:
Oversee NST teams, guiding market interventions to drive significant impact in decarbonization across New York State.
Advance a cohesive vision and strategy for NST and demonstrate outcomes through metrics.
Build partnerships with developers, trade associations, manufacturers, policymakers, and other stakeholders to accelerate market change.
Drive initiatives to build customer confidence and accelerate adoption of energy efficiency and building electrification at scale, including: public–private partnerships, high‑performance low‑carbon buildings, piloting emerging technologies, and developing the market for TENs.
Provide information, data, and education to reduce customer acquisition costs and improve investor and customer confidence in decarbonization solutions.
Reduce soft costs through standardization, matchmaking, audits, and aggregation; integrate financing where appropriate.
Maintain a network of stakeholders and market participants to inform design and improve NYSERDA’s solutions.
Execution and Ongoing Improvement:
Oversee program operations with a focus on standardization and efficiency; ensure compliance with funding sources, budget, and outcome metrics.
Ensure effective management of services, incentives, and project-based transactions; oversee resources for efficiency and effectiveness.
People Leadership and Development:
Lead and manage teams across new construction, thermal energy networks, and emerging technologies sectors.
Foster a high‑performing, collaborative culture; mentor staff and build multidisciplinary networks within NYSERDA and partner agencies.
Minimum Qualifications:
Bachelor’s degree and 10 years of relevant experience with a track record of setting strategy and delivering services or solutions at scale, including 6 years in a supervisory role.
Experience with a broad array of interventions across sectors and customer types; ability to communicate rationale and context effectively.
Strong stakeholder engagement skills and market insight to inform strategy and evolve solutions.
Understanding of economics, policy, regulations, and market drivers affecting decarbonization interventions.
Demonstrated leadership, management, and coaching capabilities; ability to foster collaboration across a diverse organization.
Self‑starter with strong work ethic and integrity; ability to work independently in a high‑performance environment.
Preferred Qualifications:
Master’s degree and 8 years’ experience in policy, public or business administration, engineering, architecture, urban planning, or related field (6 years supervisory).
Professional certification in energy or building science; experience with data analysis and tools such as Salesforce, Tableau, or MS Project.
Additional Qualifications:
This position requires some travel (approx. 15%) between NYSERDA’s Albany and New York City offices and to engage market partners and media events.
