Project Manager Position Summary The Project Manager (PM) serves as the central point of contact with the Government and has full authority to act on all contract matters relating to the NAS Mid South Millington BOS Contract.. The PM provides overall guidance, compliance oversight, work control, administration, and direction to all Department Supervisors and Leads for the execution of annex requirements. This includes management of recurring and non-recurring work, integration of subcontractor support, and allocation of resources to meet all BOS requirements. The PM is on-site during Government regular working hours and available within one hour after hours. Primary Duties and Responsibilities Leadership & Contract Authority Exercise full authority for all contract matters, including budget compliance, staffing, purchasing, subcontracting, and work completion approvals. Serve as the Government's central point of contact for all performance and contractual requirements. Ensure annex and sub-annex departments operate effectively, providing cross-annex support and integration as required. Represent the Contractor in all client meetings, demonstrating compliance, responsiveness, and accountability. Actively participate in corporate meetings to assess project alignment and compliance with corporate goals and objectives. Addressing and resolving non-conformance reports. Track, analyze, and manage project costs while overseeing planning, budgeting, and financial processes. Perform additional duties as required, logically and properly inherent to the position Work Control & Resource Management Oversee the Project Management Office (PMO) including work control, scheduling, and administration functions. Utilize MAXIMO, SeeSOR, Intelex, and CleanTelligent to manage work orders, quality, safety, and all annexes performance metrics. Allocate resources efficiently to meet mission-critical requirements and ensure compliance with PWS standards.

Conduct weekly/monthly coordination meetings with Government stakeholders to address budgets, priorities, and performance issues.

Operations & Integration Provide oversight and direction for recurring and non-recurring work, including service orders, alterations, repairs, and preventive maintenance. Ensure integration of surveillance, safety, and quality inspections into site-level work scheduling. Collaborate with the Work Control Office (WCO) to manage labor, materials, and resources across departments. Monitor KPIs and performance data to optimize operations, reduce downtime, and meet contract objectives. Support renewable energy and recapitalization goals by identifying lifecycle improvements and service-life extension opportunities. Personnel Management Ensure the project is fully staffed during normal hours and capable of after-hours response. Direct Department Managers, Supervisors, and Leads, ensuring staffing and labor hours align with Government priorities. Oversee employee training, certifications, and background checks in compliance with base security requirements. Maintain training compliance using ADP system and SharePoint tracking for due dates, certification expirations, and contractor/subcontractor qualifications. Model hands-on leadership, demonstrating safe practices and performance standards in daily interactions with staff. Subcontractor & Vendor Oversight Manage subcontractor performance and vendor work in accordance with FAR/DFAR requirements. Oversee procurement, contract compliance, and vendor integration into BOS operations. Ensure subcontractors meet safety, security, and certification requirements. Innovation, Safety & Quality Incorporate innovative tools such as Maximo Mobile, GPS tracking for IWMS, real-time dashboards, and automated maintenance alerts to improve efficiency. Integrate DFOWs, AHAs, PHA, and RAC into work plans, ensuring OSHA and EM safety compliance.

Work closely with corporate quality and safety leadership to drive continuous improvement.

Implement proactive inspections and rounds to identify maintenance issues early, preventing costly breakdowns. Ensure custodial operations meet performance standards through scheduling, inspections, and quality control. Government Coordination Provide real-time visibility of performance and compliance metrics to the Government via CMMS systems. Share regular reports and updates demonstrating performance against KPIs and contractual standards. Serve as the primary communication link between the Contractor and the Government for all BOS requirements. Certifications & Training OSHA and EM training. FAR/DFAR subcontract management knowledge. Certification in project or contract management (PMP, CPCM, or equivalent) preferred. Facility Management certification (IFMA or equivalent) desirable.
