Consultant / Owner's Representative (Cost Management / Estimating) Location: New York City (Projects in Central New Jersey & Westchester, NY) Salary: DOE About the Company We are a growing Owner's Representative and Construction Consulting firm headquartered in New York City , supporting clients across the Tri-State area. Our team partners with clients in the Life Sciences, Pharmaceutical, Gene Therapy, and Semi-Conductor sectors , representing their interests across all phases of project delivery. We provide expert cost management, project controls, and technical advisory services to ensure complex, high-value facilities are delivered on budget, on schedule, and in compliance with the highest industry standards. Role Overview We are seeking a Consultant / Owner's Representative with strong cost management expertise and deep experience in life science, pharmaceutical, and semiconductor facility construction . The ideal candidate will have a background in MEP-intensive projects such as cleanroom facilities, process utility systems, and large-scale infrastructure upgrades. The Consultant will act as the client's trusted advisor, providing independent oversight of budgets, cost reporting, procurement, and change management, while coordinating closely with design teams, contractors, and vendors. Key Responsibilities Serve as the Owner's Representative, managing project costs and budgets from early design through construction and closeout. Develop, maintain, and track cost plans, budgets, and cash flow forecasts for large-scale life science and semiconductor projects. Review and analyze contractor bids, estimates, and change orders for accuracy, scope, and compliance with contract terms. Provide cost benchmarking and market analysis specific to pharmaceutical and high-tech facilities. Support procurement strategy, vendor negotiations, and contract administration. Collaborate with design and engineering teams on constructability and cost implications. Lead cost reporting to clients, highlighting risks, variances, and recommended mitigation strategies. Monitor construction progress and evaluate financial impacts of schedule changes or scope modifications. Technical Expertise (Preferred Background) Life Science / Pharma Facility Construction with focus on: Gene Therapy Facilities and ISO 5–7 Cleanroom Construction Pharma MEP Infrastructure, including: Hydronic Systems: Water for Injection (WFI), High Purity Water (HPW), Boilers / Heat Pumps, Chilled Water Systems (Air Source & Heat Recovery) Clean Steam Systems Wastewater & Drainage Systems, including treatment plant construction Gas Systems: LN2 / CO2 / O2 tank farms and distribution piping Electrical Infrastructure: Substation MV builds, emergency generator installs Qualifications Bachelor's degree in Construction Management, Engineering, Quantity Surveying, or related discipline (Master's a plus). 5+ years of experience in cost management, owner's representation, or project controls, ideally within life sciences, pharma, or semiconductor projects . Strong understanding of MEP systems, cleanroom standards, and process infrastructure. Proven ability to analyze complex estimates, budgets, and contractor proposals. Excellent communication and client-facing skills with the ability to present cost data clearly to stakeholders. Proficiency with industry tools such as MS Excel, Primavera P6, and cost management software (e.g., Prism, Ares, Procore, or equivalent).
