POSITION DESCRIPTION BASIC FUNCTION:

Under the direction of the Senior Building Inspector, inspect residential buildings and assist with the inspection of commercial buildings in various stages of construction for compliance with approved plans and applicable codes; review blueprints for code compliance; respond to questions and concerns from the public regarding building construction inquiries. DISTINGUISHING CHARACTERISTICS: The Building Inspector I is the entry-level classification in the series. Incumbents perform the more routine and less complex building inspection duties in residential and commercial building projects. The Building Inspector II is the journey-level classification in the series and is assigned more complex residential and commercial inspection duties with a broader scope of activities and responsibilities. Building Inspector I Salary: $65, $79,725.15

Building Inspector II Salary: $72, $87,935.54 EXAMPLE OF DUTIES ESSENTIAL DUTIES: Perform on-site inspection to determine compliance with building ordinances, codes, and regulations and adherence to original plans and specifications. Review applications, calculate permit fees, review plans and applications for building permits, and issue building permits. Review plans and applications for compliance with applicable codes. Inspect residential buildings and assist with the inspection of commercial buildings in various stages of construction for compliance with approved plans and applicable codes, review blueprints for code compliance. Investigate violations and complaints; inspect and analyze standard building construction and identify code violations; recommend corrective actions as appropriate; maintain related files and records. Confer with design professionals, contractors, the general public and others; explain and interpret code requirements or other issues as necessary. Prepare and maintain a variety of records and reports related to construction inspections. Operate and work from ladders and scaffolding; operate a computer, assigned software and standard office equipment; drive a vehicle to various sites to conduct work. Communicate with a variety of State and City departments, utilities and others to resolve issues, compliance or concerns, coordinate activities, and exchange information. Participate in various training activities as assigned. Review with staff and maintain current knowledge of laws, codes, policies, and ordinance related to building inspection. ABILITY TO: Learn applicable terminology, codes, laws, rules and regulations related to building inspections. Read building plans and blueprints and properly identify components. Perform building inspections including examining the components and interpreting the conditions of the structure. Communicate effectively both orally and in writing. Learn to inspect and analyze standard building construction and identify code violations. Perform mathematical calculations. Maintain records and prepare reports. Prioritize and schedule work. Establish and maintain cooperative and effective working relationships with others. Understand and work within scope of authority. Operate a vehicle to conduct work. Meet schedules and time lines. Operate tools and equipment utilized in the construction trade. Report to work every scheduled workday. EDUCATION AND EXPERIENCE Building Inspector I: Any combination equivalent to graduation from high school and three years of journey-level experience in construction work and the building trades involving work done in conformance with building, plumbing, mechanic, and electrical codes. Building Inspector II: Any combination equivalent to: graduation from high school and education, training, and experience equivalent to two years of experience as a Building Inspector I with the City of Manteca. LICENSES AND CERTIFICATIONS Building Inspector I: Valid California driver's license. Incumbents in this classification must possess or obtain an ICC Certificate as a Building Inspector within one year of the date of hire. Building Inspector II:Valid California driver's license.Valid ICC Certificate as a Building Inspector. In addition, must have certification in one or more of the following ICC Certifications as a Plumbing, Mechanical, or Electrical Inspection.Incumbents in this classification must possess or obtain ICC Certification as a Building, Plumbing, Mechanical and Electrical Inspector within two years of the date of hire.
