Job Title: GIS-Map Developer

GovCIO is currently hiring for a GIS-Map Developer to support the USPS. Responsibilities include working with GIS software and platforms, along with programming languages and tools for web mapping and spatial data management. The role involves analyzing and translating business requirements into efficient geospatial software designs that meet organizational needs and align with business goals and processes. The job requires developing mapping applications, including user interfaces and spatial analysis features, building interactive web maps using web mapping technologies, and handling geospatial data. Proficiency in GIS software such as ArcGIS, cloud-based platforms for mapping tasks, and automation of geospatial analysis processes is essential. Collaboration with stakeholders and team members to ensure database design meets project requirements is also required. Qualifications

A Bachelor's degree with 8+ years of GIS development experience (or commensurate experience) is required. The position demands 5+ years' experience in designing large and complex IT solutions in large organizations. Strong leadership and team-building skills are necessary, along with the ability to collaborate effectively with high-performing individuals and leadership. Proficiency in ESRI ArcGIS software for geospatial applications, understanding of geospatial data formats, projections, and cartography, strong problem-solving and analytical skills, effective communication skills, and proficiency in programming languages such as Python, Java, JavaScript, and C# are essential. Working knowledge of GIS platforms like ArcGIS, QGIS, and web mapping technologies, familiarity with spatial databases and cloud computing services, and experience with tools like Git for version control and collaboration are also required. Working knowledge of GIS principles and spatial data concepts, a degree from an accredited College/University in Computer Science, Information Technology, Management Information Systems, or a related field is preferred. If a relevant college degree is not available, an additional 4 years of relevant work experience is required. Knowledge/experience with Agile Methodologies, SDLC practices, DevSecOps, Secure Coding practices, the Solutions Development Framework (Docker, Jenkins, GitLab), Cloud architecture, design and development, business process re-engineering principles, and Change Management and Configuration Management (VersionOne, ServiceNow, etc) are also beneficial. Application Lifecycle Management (ALM) is preferred. Clearance Required: Ability to acquire and maintain a USPS Public Trust clearance. Company Overview

The posted pay range reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, the employee will be in an "at-will position" and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.
