The City of Novato is seeking a highly skilled Principal or Senior Management Analyst to join the City Managers Office. The position supports high?level projects, policy development, and organizational initiatives that enhance City services and community outcomes. The role may include responsibilities related to the management and oversight of the Citys real estate holdings. The ideal candidate will have experience in policy analysis, project management, financial analysis, organizational development, real estate or asset management, and program implementation, and will be comfortable working across departments and with community partners. Monitor and administer a variety of programs; oversee administrative support functions including facilitating the budget process with limited oversight. Supervise, plan, organize, and review the work of staff; participate in recruitment and selection. Develop and implement programs and administrative policies; assist in contract negotiation and administration. Draft and implement city-wide and departmental goals, policies, and procedures. Direct the preparation and administration of the City Budget(s); maintain budgeting controls and prepare financial reports. Collect and analyze complex information; prepare reports with data interpretation and recommendations. Coordinate with other City departments, the public, and outside agencies; serve as liaison with community groups. Supervise special projects including complex research, budget analysis, feasibility analyses, and reporting. Assist in preparation of ordinances and program documents; monitor contracts and compliance with agreements. Prepare technical records and analytical reports; conduct research and data collection to support analysis. Participate in department operations and provide high-quality customer service. Qualifications

Experience: Five years of progressively responsible professional administrative and analytical experience; including two years of supervisory experience, preferably in local government. Education: Bachelors degree or higher from an accredited college or university in public/business administration or related field. Knowledge: Local, state, and federal laws; research analysis; budget development and monitoring; public administration; project management; accounting and procurement practices; communication and presentation skills; modern office software. Abilities: Organize and direct departmental programs; analyze problems and propose effective solutions; prepare clear staff reports and correspondence; establish positive working relationships; deliver high-quality, fiscally responsible services; think creatively and work collaboratively; communicate clearly in writing and orally. Senior duties may require additional knowledge of program development, policy analysis, and complex coordination with external entities. Senior Management Analyst Essential and Marginal Functions

Monitor and administer programs; oversee budget processes and staff work. Coordinate department goals, policies, and procedures; liaise with public and private organizations. Lead special projects; perform complex research and financial analyses; prepare reports and recommendations. Participate in ordinance preparation, procurement, and contract monitoring. Supervise staff and administer performance evaluations. Principal Management Analyst Knowledge, Abilities

Knowledge: Local, State and Federal laws; budget and procurement practices; program development; public administration; presentations to City Council; research methods; customer service. Ability: Organize programs; analyze problems; prepare staff reports; interpret policies; communicate effectively; develop collaborative relationships; maintain safety and professional standards. Experience and Training Guidelines

Experience: Five years of administrative and analytical experience; two years in supervision; local government preferred. Training: Bachelors degree in public administration, business administration, or related field. Additional Information
