Responsibilities

Develop detailed cost and price proposals for Federal solicitations (RFPs, RFQs, IDIQs, GWACs, etc.). Build and maintain pricing models, including direct labor, indirect rates, materials, subcontractors, and other direct costs. Ensure all pricing is compliant with FAR, DFARS, CAS, and customer requirements. Conduct price-to-win, competitive, and risk analyses to support capture and proposal strategies. Coordinate with capture managers, program managers, contracts, and finance teams throughout the proposal lifecycle. Support development of Basis of Estimates (BOEs) and cost narratives for proposals. Prepare pricing-related sections of proposals and support fact-finding, negotiations, and audits. Maintain knowledge of company indirect rates, escalation factors, and internal pricing policies. Assist with pricing strategy recommendations to senior leadership and capture teams. Track and analyze awarded contract pricing trends for continuous improvement. Qualifications

Bachelors degree in Finance, Accounting, Business Administration, Economics, or related field. 25+ years of pricing experience in Government Contracting (professional services or defense industry preferred). Strong knowledge of FAR, DFARS, CAS, and Federal procurement regulations. Proficiency with Microsoft Excel (advanced formulas, pivot tables, modeling) and cost/pricing tools. Experience with contract types including CPFF, T&M, FFP, and hybrid structures. Strong analytical, organizational, and problem-solving skills. Excellent written and verbal communication skills, with ability to explain pricing approaches to both technical and non-technical audiences. Ability to manage multiple priorities and meet deadlines in a fast-paced proposal environment.
