We are seeking an experienced and motivated
Water Resources Project Manager
to lead and manage watershed, stormwater and drainage infrastructure projects across Florida. The ideal candidate will have a strong background in hydrology, stormwater management, and environmental permitting, with proven experience delivering complex projects for municipal, county, and state clients. Responsibilities
Lead the planning, design, and implementation of watershed and stormwater management projects, including green infrastructure, flood mitigation, and water quality improvements. Manage project scope, schedule, budget, and deliverables from initiation through closeout. Coordinate with multidisciplinary teams including engineers, scientists, GIS analysts, and construction managers. Serve as the primary client contact, ensuring satisfaction and fostering long-term relationships. Oversee regulatory compliance with local, state (FDEP), and federal (EPA) requirements. Support business development efforts including proposal writing, cost estimating, and presentations. Mentor junior staff and contribute to team development. Hybrid or flexible work options may be offered after the first 90 days of employment based upon manager discretion, job performance and work assignments. Team and Focus

Black & Veatchs Governments & Communities focuses on infrastructure needs of municipalities, state and local governments, and specialized physical and digital infrastructure solutions for government and federal agencies. Key Responsibilities
Build client relationships throughout Florida to drive growth of the business. Lead business development efforts through the identification and capture of the services listed above. Interface with stormwater, water quality, and planning partners to leverage new technologies and approaches for client benefit. Prepare and review technical reports, design plans, specifications, and permitting documents. Management Responsibilities
Acts as a project manager and may involve management of a project team whose composition varies by project. Qualifications
Preferred Qualifications
Bachelors degree in Civil Engineering, Environmental Engineering, Water Resources, or related field (Masters preferred). Professional Engineer (PE) license in Florida required. 10+ years of experience in water resources engineering, with a focus on stormwater and watershed projects. Strong knowledge of Florida stormwater regulations, TMDLs, NPDES, and BMPs. Proficiency in hydrologic and hydraulic modeling software (e.g., ICPR, SWMM, HEC-RAS). Excellent communication, leadership, and organizational skills. Experience with grant-funded projects and public sector clients is a plus. Minimum Qualifications
Bachelors degree or equivalent experience.
