Human Resource Generalist

City of El Segundo 3 weeks ago Be among the first 25 applicants Description Responsible for creating, updating, and applying all HR policies and county guidelines, overseeing activities of the Countys Human Resource Department, including payroll, classification, employee relations, recruitment, benefits, retirement, records management, personnel law compliance, and limited Risk Management duties for approximately 1100 employees and 75 retirees. Supervises the duties of Human Resource Specialist and Payroll Accountant. Reports to the Human Resource Director. Examples of Duties Administers employee benefits programs, including insurance, leave, and other benefits, conducting enrollments, changes, meetings, and maintaining records. Provides recommendations on insurance plans, manages COBRA and ACA compliance. Consults with department heads and officials on employee relations and performance issues. Maintains personnel records, facilitates personnel changes, conducts exit interviews, and ensures legal compliance. Prepares new hire packets, conducts orientations, and manages recruitment processes. Develops and recommends policy changes, conducts supervisory training, and ensures legal compliance with employment laws. Manages employee relations, grievances, and disciplinary actions. Coordinates compensation, salary administration, and job descriptions. Oversees employee programs, wellness campaigns, and committees. Administers unemployment and retirement processes, handles inquiries, and manages departmental budgets. Attends seminars and liaises with agencies on employment issues. Qualifications Bachelors degree in Human Resources, Personnel Management, Business Administration, or related field, with 3-5 years of HR experience; or equivalent combination of education and experience. Knowledge of benefits, employment practices, and recruitment required.
