Overview The University of California, Office of the President (UCOP) seeks a Director of Communications and Advocacy for the Office of Federal Governmental Relations (FGR) in Washington, DC. The role leads communications and advocacy activities in the DC office and develops strategic plans for UC's federal priorities, coordinating with internal and external stakeholders. Position Summary This position, reporting to the Associate Vice President for Federal Governmental Relations, is responsible for leading the communications and advocacy-related activities in the Washington, DC office of UC’s Office of Federal Governmental Relations. The Director develops and executes strategic advocacy and communications plans for federal priorities, and oversees the design, development, and execution of materials for news media, congressional offices, federal agencies, the public, and the UC community. The position coordinates with UCOP Strategic and Critical Communications on engagement with media on federal inquiries and related strategies. The role serves as an institutional representative with internal and external stakeholders, including leadership roles with national associations and UC working groups. It coordinates across the system, supports student leadership, and co-directs UCAN (the University’s grassroots advocacy network) and related programming. It also manages federal campaigns and activities with the network to influence federal policy matters related to UC’s priorities. The UC Office of Federal Governmental Relations supports UC’s missions by representing the University in its relations with the federal government and other external audiences. Responsibilities
50% Strategic Communications: Identify communications needs and design, develop, and implement short- and long-range plans in support of UC’s federal priorities. This includes creating and distributing written and digital content, marketing materials, and materials communicating UC’s national, federal, and laboratory-related policies to internal and external audiences (fact sheets, talking points, background materials, newsletters, social media content/assets). Evaluate and improve communications materials and present materials to University leadership, including for UC Board of Regents meetings. Coordinate with UCOP Strategic and Critical Communications on engagement with media on federal inquiries and related strategies. Respond to media and public inquiries; proactively engage with DC-based media; coordinate with campus, health center, UC ANR, and national laboratory offices and UCOP regarding information releases; provide event planning support; and support senior leadership in legislative, advocacy, and communications activities related to federal, national, and laboratory issues. Represent FGR in meetings and with systemwide social media managers and media relations teams. Serve as an FGR representative for cross-divisional projects, provide communications support to senior leadership (e.g., drafting correspondence, presentations, talking points, remarks). Act as a senior representative with campus, health center, UC ANR and national laboratory partners to facilitate ongoing alumni and advocacy activities related to federal and national issues in DC and the region. 40% Advocacy: Serve as a senior advocacy strategist and adviser in Washington, DC, directing federal advocacy campaigns and initiatives. Co-direct UC’s digital grassroots advocacy program and programming, developing content and evaluating program success. Lead the network’s strategic vision and goals, with emphasis on advocate growth, storytelling, brand awareness, community engagement, data, social media, and rapid response. Lead all federal components of the advocacy network, providing advice to internal and external stakeholders. Maintain relationships with University stakeholders and partners to design and execute effective federal advocacy opportunities and cultivate engaged advocates. Provide guidance to FGR, UCOP, and system colleagues on advocacy planning and execution; coordinate with campus, health center, UC ANR, national laboratories, and student leadership to develop virtual and in-person advocacy, communications, and legislative strategies. 10% Management: Supervise and manage the advocacy and government relations staff assistant. Required Qualifications Minimum 10 years’ of increasingly responsible experience in communications, governmental relations, or advocacy. Ability to design, develop, and implement short- and long-term strategic plans, governmental relations activities, programs, and events using institutional knowledge and constituent insights. Demonstrated ability to collaborate with diverse groups of individuals. Experience overseeing complex external relations programs, projects, and events, including coordinating special programs and producing materials. Strong written, verbal, and interpersonal communication skills capable of presenting information effectively to target constituencies. Ability to work under pressure, prioritize multiple assignments, and meet deadlines in a dynamic environment. Ability to recognize constituency concerns and address or mitigate issues. Preferred Qualifications Advanced project management skills, including event planning. Advanced knowledge of the legislative process, including budget and appropriations procedures. Education Bachelor’s degree in a related area and/or equivalent experience/training.
