Technical Director, Geotechnical Engineering

– San Francisco, CA Provides subject matter technical support and leadership for multi-site/phase due diligence, investigation, remediation, impact assessment, permitting, improvement, and construction of infrastructure projects and systems in the public and private sector. Responsibilities include the research, design, concept development, planning, and construction of facilities, roads, buildings, tunnels, dams, canals, levees, bridges, water supply systems, underground storage, and sewage treatment. Provides guidance to PMs and managers to address current and future challenges, ensuring documentation and recommendations account for risk, innovation, and future-ready opportunities, with quality that meets or exceeds industry standards for design, safety, and functionality.

Provide oversight with collecting, compiling, and analyzing data from the physical work site, soil/water/sludge/rock samples, surveys, blueprints, GIS data, subsurface utility information, maps, hydrologic analysis, geotechnical data, and other matrices for project development, design, and construction.

Apply high-level geotechnical engineering techniques and processes to identify improvements for various project phases including concept development, preliminary design, final design, procurement, construction, and operation.

Perform professional geotechnical engineering investigations and inspections of site conditions, including subsurface investigations, soil foundation engineering, settlement analysis, erosion, lateral earth pressures, geological hazards, underground water, slope stability, and operations to ensure conformance with applicable rules, standards, and permits.

Develop construction plans, specifications, cost estimates, safety and phasing plans, and update infrastructure layout plans requiring coordination with owners, other disciplines, sub-consultants, and clients.

Manage design and construction of infrastructure projects from inception to completion, including rehabilitation and reconstruction, grading, drainage, foundations, slopes, retaining structures, and embankments.

Oversee development and implementation of advanced technologies, monitoring devices, materials, modeling techniques, and operating strategies to ensure safety and functionality and to implement future-ready geotechnical solutions.

Lead large-scale geotechnical projects, oversee budgets, monitor hours and expenses, supervise subcontractors and staff, and ensure satisfactory performance.

Assist with engineering reviews of permit applications, design plans and specifications, contracts, waste management plans, and periodic construction inspections for compliance with regulations and standards.

Meet with public or private entities to discuss engineering and construction challenges and programs.

Ensure technical reports and presentations clearly communicate research, findings, and recommendations.

Develop a client base for high-level geotechnical services and identify business development opportunities.

Mentor staff and remain current in latest geotechnical techniques and practices.

Collaborate with professionals from various disciplines on funded improvement and development projects, as well as proposals and business development opportunities.

Exercise ethical decision-making regarding company resources and adhere to company policies and procedures.

Perform additional responsibilities as required by business needs.

Qualifications

Bachelor’s Degree in Geotechnical Engineering or closely related discipline.

12+ years of relevant post-education experience in engineering and geotechnical design.

Engineer license required (multi-state preferred).

Proficiency with geotechnical principles, practices, design/build permitting, and project work.

Experience with infrastructure planning, design, and program/construction management; including rehabilitation and reconstruction, new design, and construction.

Strong knowledge of construction laws, codes, regulations, permitting, compliance, and record-keeping.

Excellent technical computing, plan interpretation, and regulatory comparison skills.

Experience with inspections and investigations of facilities or structures, applying applicable regulations and policies.

Strong interpersonal and communication skills for engineering and non-engineering audiences.

Ability to lead independently and provide guidance with QA/QC adherence.

Proficiency with design software (MicroStation, AutoCAD, Civil 3D, ArcGIS, InRoads, Geopak, GeoSlope, ANSYS, STADD, HEC-RAS, HEC-HMS).

Experience preparing complex technical deliverables and reports; strong problem-solving and critical-thinking skills.

Ability to coordinate and direct subcontractors and team members safely and efficiently.

Commitment to workplace safety and compliance with health, safety, and harassment policies.

Ability to adapt to changing schedules and travel as required.

Preferred Qualifications

Master’s Degree in Engineering.

40-Hour OSHA Health & Safety Training (HAZWOPER) preferred.

Basic First Aid and Adult CPR training desired.

Compensation and Benefits Compensation: Expected Salary: $167,800 - $249,150. WSP provides a comprehensive benefits package including medical, dental, vision, disability, life, retirement savings, paid time off, parental leave, and other leave.
