Under limited direction, this district wide administrative position is responsible for administration of Financial Aid compliance and training and reports to the Sr. Associate Vice President of Student Financial Services. Manages compliance activities related to Title IV, Federal and State regulations, College policies and procedures, and established goals and objectives. Responsible to develop guides, training, and assessments for Financial Aid staff in support of effectively administering student financial aid programs and related processes to ensure student success in line with the College Wide Strategic Plan as well as ensure continued compliance. Performs related duties as assigned.
Minimum Education
Bachelor's Degree. Master’s Degree in Accounting, Finance, or related field strongly preferred.
Minimum Experience / Training
Six years of financial aid compliance and training experience, preferably in a community college setting and three years in a discipline specific function and five years of management.
An equivalent combination of education, training, and experience may be considered.
Essential Functions
Provides leadership for federal, state, private and institutional financial aid compliance issues. Serves as the internal compliance research expert responsible for developing and maintaining the financial aid office's policies and procedures manual, coordinating and working collaboratively with the AVP of Financial Aid and team as well as other college teams to implement new procedures and disseminate essential information.
Manages all compliance activities including the development, documentation, updating, and validation of all procedures and policies. Develops, implements and maintains quality assurance mechanisms to determine adherence to state and federal aid regulations; develops action plans for the correction of any violations or deficiencies noted; and establishes regular reporting to the Financial Aid administrative team.
Develops and delivers comprehensive training program including financial aid fundamentals, college policy and regulatory changes and provide assessment to ensure mastery of required knowledge and skills of existing and new staff.
Responsible for people management of the area, including recommendation of staffing, hiring, termination and discipline, setting performance standards and evaluating staff, and staff development.
Conducts and directs internal financial aid audits and file review using discretion and independent judgment to ensure compliance with the Title IV Program, Federal, and state regulations and create corrective plans and training based on findings.
Researches, develops, and provides implementation assistance and enforcement of College policies and procedures. Communicates updates of financial aid, cash management, credit and collections policies and procedures through campus visits, teleconferences, webinars, training workshops and interdepartmental meetings. Researches the impact of proposed legislation on financial aid programs and processes and provides feedback to appropriate parties.
Works closely with the Financial Aid technical staff to ensure that new regulations are properly incorporated in the financial aid systems. Identifies and analyzes systematic problems, proposes solutions, and provides training to address issues.
Attends and participates in professional groups and committees; attend training, workshops and conference to maintain compliance with regulatory changes and best practices.
Serves as the secondary contact for federal, state and internal auditors. Collects and prepares student record data for audit testing and work with the Financial Aid administrative team to draft responses to audit findings.
Monitors and maintains area budget. Makes recommendations to senior management.
