POSITION SUMMARY Under general supervision, this position performs field and office civil engineering work related to the planning, design, construction and maintenance of City projects and programs. This position will assist with the design of roadway, water, and sewer projects, updating the City's Geographic Information System (GIS), and perform field inspections as needed. Reports to the Director of Engineering and Utilities. JOB FUNCTIONS Staff Engineer / Designer · Under the supervision of the City's licensed engineers prepares project plans and proposals for various infrastructure projects using computer-aided design or drawing tools. · Prepares estimates of cost and time for various projects. · Develops and maintains GIS databases and linkages; performs GIS analysis functions and modeling; reads and interprets source documents such as, engineering plans, plat maps, and legal descriptions. · Develops and maintains GIS maps requested by various City Departments for daily operations or zoning issues. · Reviews contractor bids; interviews and assigns personnel to specific phases and elements of the project. Through project coordination meetings and other forms of communication, oversees and coordinates the technical aspects of the project. · Prepares status reports and regularly monitors budgets, contractors and schedules. Allocates project resources appropriately; approves expenditures. Keeps an accurate record and electronic data base of all elements of the projects. · Presents procedures, rules and regulations to those involved in the project; maintains a safe, clean and productive environment through enforcing procedures. Maintains project integrity and reputation through compliance with state and federal regulations. · Other project engineering duties as may be assigned REQUIREMENTS

EDUCATION

Bachelor degree in civil engineering with emphasis in Municipal, Transportation or Environmental Engineering or an associate degree with a minimum of two (2) years of municipal related infrastructure design or construction observation experience.

EXPERIENCE

0 to 5 years of experience in civil engineering, construction experience and/or surveying.

LICENSES

Valid State of Illinois driver's license

KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of existing streets within the City of Quincy Knowledge of principles and practices of civil engineering and surveying procedures Knowledge of Microsoft Office Suite, AutoCAD, MicroStation, Geopak, Arcview, Arcad Proficiency in ArcGIS software and related ESRI programming tools Knowledge of applicable laws, codes, and regulations Ability to review and analyze detailed engineering plans, technical specifications and calculations to determine compliance with all applicable City standards, codes, regulations, ordinances, and policies Ability to establish and maintain effective working relationships with those contacted in the course of work Strong communication skills in order to effectively supervise staff and interact with peers, supervisors, other agencies, property owners, contractors, consultants, and the general public in a tactful, courteous and professional manner Thorough knowledge of GIS principles and practices Familiarity with relational database system design, development and administration.

SUPERVISORY RESPONSIBILITIES: May supervise engineering technicians as appropriate

PHYSICAL REQUIREMENTS: The employee is occasionally required to stand; walk in rugged conditions; operate objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to sit; climb or balance; stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 50 pounds. Good vision is required.

WORKING CONDITIONS: While performing the duties of this job, the employee works in both a typical office setting as well as outside in all weather conditions. Expected to be consistently reliable and punctual for scheduled work.
