Position Overview: Horizon Global Partners, LLC is seeking a skilled
Construction Manager/Deputy Project Manager
(OCONUS)
to support the execution of overseas construction projects. This role is responsible for contract compliance, project coordination, and oversight of construction quality, ensuring all work is completed in accordance with U.S. Government and OBO (Overseas Buildings Operations) standards. The Construction Manager/Deputy Project Manager will provide leadership across all phases of construction, coordinating with field teams, subcontractors, and government representatives. Key Responsibilities: Support all aspects of contract execution, including administrative and technical functions. Supervise project activities, ensuring compliance with contract specifications, schedules, and safety standards. Work closely with the Project Director and Contracting Officer’s Representative (COR) to ensure contract requirements are met. Provide direct oversight of project managers and superintendents, holding them accountable for quality performance. Manage project budgets, schedules, and resources to achieve timely delivery. Oversee documentation, reporting, and communication with internal and external stakeholders. Ensure strict adherence to quality control and safety requirements. Accountability: The Construction Manager/Deputy Project Manager will be held accountable for project performance and quality. Failure to comply with contractual quality requirements may result in removal at the direction of the
Project Director/COR . Qualifications: Minimum of
five (5) years
of professional experience managing comparable construction projects. Bachelor’s degree in
Architecture, Engineering, Architectural Engineering, Construction
Science/Technology,
or Construction Management. In lieu of education, recent (within three (3) years) successful performance as a
Project Manager on OBO projects
of similar size, complexity, and location may be considered. Strong knowledge of construction processes, quality control, and safety management. Proven leadership and problem-solving skills with the ability to deliver results in challenging environments.
