Overview The Technology Infrastructure department is responsible for planning, engineering, installing and operating the technology infrastructure throughout NYPL. These PCs, phones, network equipment and communications circuits provide patrons and staff access to the Internet, public and enterprise applications and other information resources, thereby supporting the entire mission of the Library.
We also work with Capital Planning to ensure that all new or renovated buildings include the latest in technology infrastructure. The Manager, Telecommunications will lead the Telecommunications team. The position is also responsible for interfacing with key business leaders to review needs, define requirements, and execute technical implementation. They will review upcoming technical needs (upgrades, road map) and determine optimal balance between functionality and security for such deployments.
The manager will also have primary responsibility for reliable operation of in-house and contracted voice services. Key Responsibilities
Provide leadership in planning, deploying and operating the NYPL telephony environment, consisting of Nortel/Avaya CS1000 and Lucent G3 PBXes, Avaya VoIP handsets, Avaya Call Manager and ACD systems, branch Nortel BCM and Partner key systems, and the IP, SIP and POTs circuits that connect them. Deliver reliable voice calling, voicemail, ACD and audio conferencing services. Lead efforts to install and upgrade the voice systems to a common VoIP platform. Manage two staff Telecommunications Technicians, organizing their daily activities and ensuring their timely response to repairs and request tickets. Supervise other IT staff and outside vendors as needed to complete telephony projects and repairs. Prepare RFPs and bid specifications for voice equipment replacement, upgrade, and expansion, as well as small data/phone cabling installations. Manage telecom vendors that provide hardware support and provision/maintain the circuits, and provide outsourced services such as voice conferencing. Maintain an accurate inventory of the voice system equipment and circuits. Periodically reconcile telecom bills against active services to ensure proper billing. Work with other IT groups and Capital Planning staff to implement the voice portion of new and renovated building projects.

Bachelor's degree with a major in
telecommunications,
computer systems, or engineering, or strong combination of education and work experience 10 years of experience planning, installing and maintaining a large (1,000+ handsets, 500+ POTS lines, PRI and copper trunks) distributed (25+ locations) voice system Required Skills
Familiarity with Nortel and Avaya hardware, including VoIP handsets, digital handsets, CS1000 PBXes. Experience with Avaya Aura (including Session Manager, System Manager Call Manager) and ACD systems.
Strong knowledge of vectoring. Familiarity with IX messaging or comparable messaging system. Understanding of structured cable systems. Available on-call after hours and weekends. Able to supervise equipment replacement and circuit upgrades during evening and weekends (outside of public service hours)
