*US Citizenship Required * Onsite at a NEFSC or Remote POSITION DESCRIPTION: The Marine Program Manager will support the Northeast Fisheries Science Center (NEFSC) by overseeing the planning, coordination, and execution of a diverse portfolio of scientific projects related to the mitigation of offshore marine development impacts on NOAA's fisheries surveys and research. This role includes managing the implementation of the NEFSC survey mitigation program, developing and tracking program plans, timelines, and deliverables, and ensuring alignment with organizational goals and regulatory requirements. The Program Manager will coordinate internal and external communications, respond to scientific taskers, prepare funding proposals and progress reports, and facilitate meetings, workshops, and stakeholder engagements. Additional responsibilities include content development for program outreach (e.g., websites), monitoring engagement with offshore wind developers, and overseeing staffing agreements. The ideal candidate will bring strong organizational, communication, and project management skills-ideally with experience in marine science or fisheries-and have the ability to work independently while collaborating across multidisciplinary teams.

RESPONSIBILITIES: Manage and track our progress on a diverse suite of projects, including with the implementation of the NEFSC survey mitigation program. Internal MDEB Project tracking - Monitor and track progress on projects, tasks, and deliverables. Ensure all projects are on-time and within scope. Overall MDEB Program management responsibilities--implement and oversee execution of short- and long-term program plans, scheduling, budgeting, and supporting organizational tasks Report progress on NEFSC survey mitigation strategy, program, and plans Plan, schedule, coordinate survey mitigation program implementation Develop MDEB website content Respond to scientific program taskers and requests for information Develop program funding proposals and scopes of work, schedules Scientific planning document development and review Organize online meetings/ in person meetings/ workshops, facilitate science meetings including drafting agendas for meetings and taking/ distributing minutes. Communicate project needs, schedules, and coordination across groups Implement project management program to support center wide survey mitigation efforts, including engagement timeline with wind developers in compliance with Department of the Interior Bureau of Ocean Energy Management COP/ROD requirements. Track incoming communications that are sent to the survey mitigation email address, coordinate responses to those communications. Provide NEFSC OSW Regulatory input on GARFO requests Oversee staffing agreements for all of the NEFSC staff funded by MDEB

REQUIREMENTS: Marine Science or Fisheries education background - Masters preferred Demonstrated time management and organizational skills Demonstrated written and verbal communication skills, especially scientific writing Ability to work independently Experience planning group meetings and/or workshops Experience working with renewable energy industry is ideal but not required Project management experience -PMP or equivalent certification preferred
