UOCAVA Technician
The Uniformed and Overseas Citizen Absentee Voting Act (UOCAVA) Technician works closely with the UOCAVA Supervisor to provide support to the UOCAVA Division of the Elections Department. This position distributes and processes electronic ballots for Military and overseas Voters. Additionally, it assists with training and supporting temporary workers in the UOCAVA division and provides administrative support to the department. The Maricopa County Recorder's Office (MCRO) is responsible for maintaining the Maricopa County voter registration records and providing administration over elections in partnership with the Maricopa County Board of Supervisors. The MCRO also maintains the permanent public record of over 50 million documents dating back to 1871, including deeds, plat maps, and a variety of other important documents. Our office serves over 2.5 million registered voters as well as 4.4 million residents across Maricopa County. We require two (2) years' experience performing office, administrative, and clerical duties and a high school diploma or GED. Other requirements include being registered or eligible to register to vote in Arizona, successfully completing the next Secretary of State Election Officer Certification, and passing applicable background screening. We also value one (1) year of experience in a supervisory or leadership role, one (1) year of experience in performing administrative duties in an Election office environment, critical thinking/lean skills, excellent telephone, verbal, and written communication skills, ability to communicate professionally when dealing with the general public, ability to multitask, prioritize, pay attention to detail, and cope in a high-volume and time-critical work environment, experience with Microsoft Word, Excel, and Outlook software, ability to learn specialized computer programs, knowledge of supervisory practices and procedures, ability to effectively train workers, and knowledge of State statutes and Federal election laws. Job contributions include performing office support duties for the Federal Post Card Applications (FPCA) entry and other support duties for the UOCAVA process and division, timely data entry/research of received FPCA forms, scanning of FPCA forms, flagging Military and Overseas Citizens ballots for production and supporting the distribution of UOCAVA ballots, assisting with responding to incoming inquiries from UOCAVA voters, assisting with preparing returned UOCAVA ballots for disposition and duplication, assisting with signature verification of returned voter Early Voting packets, assisting with the entry and maintenance of the Active Early Voting List of voters, assisting with the Flagging of Early Voting Ballot requests, and providing off-cycle assistance with Voter Registration form data entry, voter record modifications, Voter Registration database auditing and maintenance. Working conditions include extensive mandatory overtime during the Primary/General Election cycles and as needed to fulfill the obligations of this position, frequent lifting of a maximum of 20 lbs. for a minimum distance of 20 feet, and evenings and some weekend work required. Selection procedure includes only considering the most qualified candidates, giving consideration only to candidates who submit online applications, contacting candidates primarily through email and their Workday online application profile, and passing a pre-employment background and/or fingerprint investigation as required by statute or policy, including drug and alcohol testing requirements for positions designated as safety-sensitive.
