The Department of Junior Reserve Officers' Training Corps (JROTC) strives to be the national model of Junior ROTC programs by developing responsible cadet-leaders of character through high-quality instruction and enrichment opportunities that enable the development of life skills, aspiration, and expectation to be college and career ready. The Department of JROTC oversees the operations of multiple Department of Defense JROTC units in Chicago Public Schools and traditional JROTC programs.

Job Summary:

Reporting to the Director of Military Instruction (DMI), the Deputy Director of Military Instruction (DDMI) will assist in the daily activities of the district's JROTC programs and functions, and adherence to the Military Model, ensuring that through proper instruction and supervision, the JROTC program is administered according to law, regulation, policy, and principles.This role will supervise a team of two or more direct reports. This is a full-time exempt position that will be paid for time worked on a salary basis.

This position will be held accountable for the following responsibilities: • Supervise, develop, and manage the performance of a team, including JROTC Instruction Specialists. • Assist with the recruiting, and hiring of JROTC instructors. Participate in the interview process for JROTC instructor applicants. Vet all instructor candidates before extending offers of employment. Ensure instructors are properly slotted for cost-share. • Assess the instructional performance of at least one instructor per school each year using the JROTC Coaching Rubric or district observation tool. Conduct school visits to evaluate instruction and co-curricular activities, and provide regulatory compliance. • Organize, coordinate, and direct the preparation of the JROTC events calendar for the school year. • Assist with the recruiting, and hiring of JROTC instructors. Participate in the interview process for JROTC instructor and assist with vetting of instructor candidates before partnering with the Talent Office to extend offers of employment. Partner with the Talent Office to ensure instructors are properly evaluated for cost-share purposes. • Represent the school district in matters related to the Department of the Army and JROTC, as required. Gather and provide data that supports the viability of the JROTC program within the District. Serve as a strong advocate for JROTC at the state and national levels. Ensure adherence to the military regulations. • Ensure that instructors meet course prerequisites and training requirements for CPS and respective Services. Establish initial and semi-annual performance counseling sessions for instructors. • Maintain engagement with the school community by attending social events, athletic contests, Local School Council, Board of Governors, and faculty meetings. Visit schools in the district on a monthly basis and provide guidance as needed. • Develop and maintain a consolidated supply operation for Army JROTC units in the district, accounting for all government property issued to the units. • Assist with probationary recommendations and files; monitor disestablishment procedures, and requisition curriculum materials for existing and newly established units as necessary. Conduct research, evaluation, and follow-up studies to emphasize areas of success and determine opportunities for improvement. • Provide school administrators and JROTC programs guidance before and after accreditation and assistance visits. Ensure instructors include Cadets in preparing for accreditation visits and are involved in the after-action evaluation of the visit results from program accreditations. • Other duties and workstreams as assigned.

In order to be successful and achieve the above responsibilities, this position must possess the following qualifications:

Education Required: • Bachelor's degree from an accredited college or university • JROTC certification • Master's degree preferred

Experience Required: • Rank of Major or higher; Lieutenant Colonel preferred • Retired from the Army • Minimum of ten (10) years of military experience

Knowledge, Skills, and Abilities: • Ability to articulate a vision, set high standards, and effectively guide schools and principals in the realization of expectations set • Expertise in leadership development and instructional leadership. Ability to coach directors and managers toward excellence, build the capacity of content area teams, and develop meaningful and high-impact professional communities for teachers and school leaders • Strong communication skills (speaking - including presentations - listening, and writing) • Demonstrate high levels of instructional expertise, integrity, honesty, credibility, and the courage to make difficult yet necessary decisions • Effective strategic planning capabilities, including the ability to establish long-term vision and goals, and align/manage activities toward goal fulfillment • Strong leadership and team building skills, e.g. ability to develop high-performing teams united around a clear vision for serving schools and achieving student success • Knowledge of operations, budget/finance, management, and organizational development • Ability to build collaborative relationships with a variety of constituent groups, including external partners, to ensure the entire system operates in the most effective manner possible to support schools and principals • Ability to define problems, analyze data, and outline valid conclusions and action steps

Conditions of Employment

As a condition of employment with the Chicago Public Schools (CPS), employees are required to: • Establish/Maintain Chicago Residency - Employees are required to live within the geographic boundaries of the City of Chicago within six months of their CPS hire date and maintain residency throughout their employment with the district. The Chicago residency requirement does not apply to temporary/part-time positions, however, all CPS employees must be residents of Illinois.
