Roles/Responsibilities:
  • The Business Solutions Analysts will review and access all impacted systems by the NCHIP 30 project. DOJ requires the Business Solutions Analysts to have experience in conducting Joint Application Design (JAD) sessions, gathering business rules, managing requirements in JIRA R4J, and documenting system requirements in order to meet client needs and the requirements of the legislation.
  • The Business Solutions Analysts will assist with identifying, analyzing, documenting, and validating business and system requirements to support the successful planning, implementation, stabilization, and closeout of software development lifecycle projects.
  • This will include facilitating stakeholder engagement, performing gap and impact analysis, supporting business process improvements, and ensuring that technical solutions align with business needs and statutory requirements. The consultants will participate in all phases of the project by developing and maintaining business and functional requirements, process documentation, traceability matrices, and other relevant artifacts. The consultant must follow the business analysis standards and methodologies utilized within DOJ for requirements gathering, analysis, documentation, validation, and traceability.
The Business Solutions Analysts (a minimum of three (3) resources) will perform the following activities:
  • Review all project-related documentation in support of the NCHIP Project including, but not limited to all Legislation, system documentation, As-Is Business Process documentation, Business Process Reengineering Plan, Requirements Management Plan, and project management plans including any dependencies to ensure requirements are accurate.
  • Develop and manage requirements in JIRA R4J.
  • Gather, interpret and document business needs.
  • Lead JAD Sessions to develop functional requirements.
  • Develop and maintain system requirements documentation.
  • Develop functional requirements.
  • Develop use cases, test cases, and report specifications.
  • Develop To-Be Workflow diagrams.
  • Perform gap analysis and develop documentation.
  • Validate systems functionality to ensure business needs are met.
  • Document, train, mentor, and provide knowledge transfer.
  • Perform functional, integration testing.
  • Assist in User Acceptance Testing (UAT)
Mandatory Skills:
  • A bachelor's degree. Additional qualifying experience may be substituted for the required education on a year-for-year basis. NOTE: If no degree, Resource would need to demonstrate a total of nine (9) years of experience to meet MQ #2 below (i.e., minimum five (5) years + four (4) additional qualifying years). A recognized college or university is defined as an institution of higher learning approved by the Office of Higher Education of any given state or a foreign college or university of comparable standing.
  • A minimum of five (5) years of experience applying analytical processes on IT projects. At least three (3) years of that experience must have been in business systems analysis and design.
  • A minimum of five (5) years of experience, within the past seven (7) years, serving as a Business Solution Analyst on complex application development project(s) and have experience facilitating JAD workshops with Subject Matter Experts and gathering and documenting requirements.
  • A minimum of five (5) years of experience, within the past seven (7) years, being responsible for ensuring business needs are met by complex applications. This includes:
  • Developing requirements traceability matrix
  • Creating system design, configuration, and architecture specifications and diagrams
  • Data dictionary and data modeling documentation and diagrams
  • Documenting existing business processes
  • Identifying opportunities for business process improvements
  • Working with program areas to successfully implement business process improvements
  • A minimum of three (3) years of experience, within the past five (5) years working on projects that followed the System Development Life Cycle process including iterative and agile methodologies.
  • A minimum of three (3) years of experience, within the past five (5) years providing mentorship, knowledge transfer, and training to staff that will be taking over the Business Solution Analyst activities.
Desirable Skills:
  • Master's degree or doctorate from a recognized college or university. A recognized college or university is defined as an institution of higher learning approved by the Office of Higher Education of any given state or a foreign college or university of comparable standing.
  • Six (6) years of experience applying analytical processes on IT projects. At least four (4) years of that experience must have been in business systems analysis and design.
  • Six (6) years of experience, within the past seven (7) years, serving as a Business Solution Analyst on complex application development project(s) and have experience facilitating JAD workshops with Subject Matter Experts and gathering and documenting requirements.
  • Six (6) years of experience, within the past seven (7) years, being responsible for ensuring business needs are met by complex applications. This includes:
  • Developing requirements traceability matrix

Three (3) years of experience, within the past four (4) years using all the following tools:
  • JIRA R4J, X-Ray
  • Microsoft: Project, Word, Excel, Visio, Outlook
  • Subversion (SVN)

Two (2) years of experience with the California Department of Justice's Bureau of Firearms' or similar systems, applications, databases, and interfaces.
