Position Summary:

Manages a variety of public infrastructure projects for the Capital Improvement Program. This position ensures projects are in accordance with engineering standards, contract documents, and industry standards.

Essential Duties:

Manages and oversees capital improvement projects (utilities, drainage, roads, preservation, rehabilitation and reconstruction, etc.) including initiating, budgeting, negotiating, bidding, awarding, and administering contracts for design, right-of-way acquisition, construction, QA/QC, and materials testing

Participates in the bidding process including developing schedules, construction, and other cost estimates; reviews bid proposals, evaluates qualifications, and coordinates pre-bid meetings

Manages all aspects of public outreach related to projects, including contract management, public meetings, mailings, publications, problem solving, and customer service

Reviews plans and specifications of assigned projects; assists in the negotiation of rights-of-way and easements; conducts public meetings; schedules, conducts and coordinates pre-construction meetings with all interested parties; responds to inquiries from the public; and prepares recommendations for revisions and improvements to construction plans and specifications

Acts as a liaison to consulting engineers, other professionals, contractors, and the general public in order to facilitate project implementation, progress, and completion; resolves conflicts when necessary

Coordinates assigned activities with those of other departments, contractors, and utilities; attends project construction meetings; and provides inspection services for Capital Improvement Projects as needed

Works with other public agencies and third-party utilities to provide services and resolve impact of projects on their facilities

Provides overall quality control and constructability reviews for other Capital Improvement Plans as needed

Prepares various reports, spreadsheets, and other computerized applications to manage multiple projects simultaneously

Reviews drawings, specifications, complex technical analyses, and schedules; prepares minutes; and reviews related invoices, and related items

Prepares City Council memorandums and project schedules, coordinates project meetings.

Answers questions and provides project information on assigned projects including resolving problems and providing technical expertise to others

Presents briefings and updates to various City departments, and citizen groups, as needed

Collaborates in facilitating final project close-outs, including record drawings, equipment, test results, as-built notes, construction observation notes, inspections, reports for progress payments and project status, and materials certifications, and, when applicable, Approval to Operate clearance from the Arizona Department of Environmental Quality (ADEQ)

Performs related administrative, budget, and accounting functions

Qualifications:

Education and/or Experience:

Bachelor's degree in Civil Engineering, Construction Management, Construction Technology, or a related field; four (4) years of progressively responsible experience in public works construction, field management, contract administration, construction management, and/or project management in utilities or the development of construction projects; or any equivalent combination of education, experience, and training which provides the knowledge and abilities necessary to perform the essential functions of the position.

Licensing, Certification, and Other Requirements:

Possess and maintain a valid Arizona driver's license; registration as a Civil Engineer in Arizona a plus.

Skill in evaluating construction work in progress

Skill in reading plans and specifications

Skill in negotiating, preparing, and monitoring contracts

Skill in establishing, monitoring, managing, and communicating program and project information for major projects

Skill in communicating, both verbally and in writing

Skill in giving direction and ensuring completion of assigned tasks

Ability to resolve day-to-day questions/problems regarding equipment, materials, methods, and procedures needed to complete projects

Ability to establish and maintain effective working relationships with municipal/state/federal officials, elected officials, consulting engineers, contractors, City employees, the public, and property owners

Physical Demands And Working Conditions:

Work is performed in a standard City office environment and outside within public right-of-way and at construction sites

Safely operates required equipment and City vehicle as needed

Position requires walking extended distances and traversing uneven terrain at times in adverse weather conditions and climbing ladders into and out of excavations for inspection purposes

Clearly, concisely, and effectively communicates both in person and over the telephone

Work is performed in a dynamic environment that requires sensitivity to change and responsiveness to changing goals, priorities, and needs
