Summary: At the heart of Seattle’s skyline, Harborview Medical Center stands as both a beacon of hope and a lifeline for the region’s most vulnerable. King County is embarking on a landmark $1.74 billion transformation to modernize Harborview, and we’re seeking a Deputy Director who can help make it happen. You’ll work side-by-side with the Division Director to deliver cutting-edge health care facilities while keeping Harborview’s doors open and thriving through every phase of construction. It’s more than a leadership role; it’s a chance to leave a lasting legacy in community resilience and civic service. In this role, you will translate bold vision into precise execution by overseeing the program’s support staff, managing diverse partner interests, and ensuring milestones align with the program’s goals. Your leadership will balance innovation with practicality, foster collaboration across agencies, contractors, and community partners, and safeguard Harborview’s commitment to uninterrupted, world-class patient care. About Harborview Medical Center: Harborview is a comprehensive health care facility owned by King County government, governed by a County-appointed Board of Trustees, and managed by the University of Washington School of Medicine. It serves the indigent and under-served residents of King County and the four-state region. It houses a level one trauma center, the Medic One Emergency Response Unit, and serves as a hub for emergency medical services, general medicine, and multiple specialty clinics. The Harborview Bond Program will affect the entire campus including new facilities, seismic upgrades, and improved access. The work is expected to extend over a minimum of 8 years with the campus remaining operational 24/7 throughout the duration. Responsibilities
Align program execution with County and Harborview strategic priorities. Provide leadership to program support staff and service staff, and act on behalf of the Director when needed. Manage high-impact public communications to ensure transparency, accountability, and effective engagement with the public, partners, and elected officials. Oversee policy development and implementation with internal and external partners. Oversee finance, accounting, and budget functions for the division, including management of grant funds. Analyze and interpret legislation, identify impacts, and ensure resources and plans comply with changing requirements. Oversee primary administrative support functions (HR, technology, facilities and asset management, customer accounts, codes and contracts, and general administrative services). Supervise assigned staff; hire, assign and schedule work; evaluate performance; and initiate disciplinary action when appropriate. Champion equity in all aspects of program design and delivery, informed by diverse community voices. Develop cooperative working relationships with elected officials, County administrators, and other government partners; make presentations and participate in negotiations related to administrative services and functions. Qualifications and Experience
Results-driven leader with an understanding of the relationship between King County as Owner and UW Medicine as Operator of Harborview Medical Center. Strong grasp of County support infrastructure, administrative processes, and capital budgeting/finance. Excellent critical thinking, consensus-building, and strategic decision-making skills. Diplomatic handling of politically sensitive situations with transparency. Ability to foster public trust and build lasting relationships across partner groups. Effective communication with audiences at all levels; commitment to equity and social justice and ability to engage in direct, respectful conversations about race and systemic inequities. Customer-focused with comfort advising executive management and key partners on complex capital programs with competing priorities and political considerations. Perseverance and adaptability in a multi-faceted, sometimes ambiguous environment. Supplemental Information
Work schedule: This position involves remote and onsite work. The successful candidate is expected to be onsite 3-5 days per week at either the King County Chinook Building or Harborview Medical Center in Seattle, WA.
