Position Overview:
The Human Resources Benefits Specialist will provide comprehensive administrative and professional Human Resources support services to the DOT Office of Human Resources. This role will deliver technical and administrative support to the HR department by processing personnel actions along with retirement and benefits units, maintaining accurate employee records, updating/maintaining various tracking systems, and ensuring compliance with federal regulations and agency policies. The position supports the smooth delivery of HR operations to meet the agency's mission and workforce needs.
Key Responsibilities:
Personnel Actions & Benefits Administration:
- Process personnel actions using Federal Personnel and Payroll System (FPPS) and non-SF-50 data updates in accordance with OPM's Guide to Processing Personnel Actions (GPPA)
- Calculate and verify Service Computation Dates (SCDs) and request/review historical records from other agencies or NPRC
- Provide direct support to HR Specialists and employees on personnel actions, benefits enrollment, pay-related questions, and form completion
- Guide employees through FEHB, FEGLI, TSP, and retirement benefits processes, transitions, and policy changes
Records Management & Data Systems:
- Maintain, transfer, and audit electronic Official Personnel Folders (eOPFs) ensuring completeness and NARA compliance
- Troubleshoot HRIS/payroll discrepancies and initiate corrections through appropriate channels
- Maintain tickler systems to track critical deadlines (detail end dates, FEHB 60-day election periods, probationary periods)
- Generate reports, analyze HR data for accuracy, and maintain data integrity across multiple HR systems
Administrative Support & Compliance:
- Assist with HR case file preparation, meeting scheduling, and general administrative coordination
- Ensure all processes comply with federal regulations, OPM guidelines, and DOT/FMCSA policies
- Support HR compliance audits, reviews, and quality assurance activities
- Identify process improvement opportunities and support implementation of new systems and procedures
- Maintain confidentiality and security of sensitive employee information
Qualifications:
- US Citizenship
- An Associate's Degree in a related field
- Minimum 2 years experience applying OPM's Guide to Processing Personnel Actions (GPPA) and Guide to Personnel Recordkeeping (GPPR)
- Proficiency in personnel action processing, eOPF management, and federal HR information systems
- Strong attention to detail, analytical skills, and customer service orientation
- Knowledge of federal personnel regulations, policies, and FPPS or similar HR systems
- Proficiency in Microsoft Office suite, particularly Excel for data analysis
- Strong organizational, communication, and problem-solving skills
Preferred:
- Active Public Trust Clearance
- Experience with federal benefits administration (FEHB, FEGLI, TSP, retirement systems)
- Knowledge of federal pay systems and Service Computation Date calculations
- Federal agency HR environment experience
- Professional HR certification (PHR, SHRM-CP, or equivalent)
- Bachelor's degree in Human Resources, Business Administration, or related field
