Overview
AGRICULTURE - A Cornerstone of Washington's Economy. The Nutrient Management Technical Services (NMTS), a program within the Agricultural Environmental Services Division, provides education and technical training to help the dairy, livestock, and related industries comply with nutrient management regulations. NMTS offers training events, provides technical assistance to producers, and conducts inspections, investigations, and enforcement for some livestock operations. The programs mission is to promote good nutrient management that protects public health, the environment, and sustains agricultural viability in Washington. Position and Salary Information
NMTS is hiring a permanent, full-time NMTS GIS Analyst (Cartographer 3). This position is eligible for a home duty station located anywhere in Washington State and is not union represented. The base pay will consider internal equity and may vary based on knowledge, skills, and experience. Typical starting salary: $60,132 (Step A) $78,912 (Step L) annually. Responsibilities
Develop viewable, editable, and field-accessible GIS systems using ESRI tools for logging spatial data from field activities including water and soil monitoring, site inspections, remote sensing, and other processes. Develop a standardized mapping template for GIS lay-users to create high-quality printed maps accessible through ArcGIS Online or other web applications. Integrate and maintain existing GIS systems to unify data management across ESRI applications, Microsoft SharePoint, Power BI, and custom web applications. Recommend and identify database requirements to develop updated GIS systems and tools. Create streamlined and automated field data collection forms, robust analysis tools, and simple reporting platforms. Design, QA/QC, and publish forms needed for various field assessments, surveys, and inspections. Research and support development of new technologies related to data collection and data management. Maintain and perform complex spatial statistics and analysis on datasets; independently acquire and manipulate external datasets. Use Python, HTML, and Arcade along with ArcPro Model Builder to create automation tasks for data synthesis and reporting. Research, edit, and maintain database metadata documentation and ensure adherence to ArcGIS Online databases. Train deployed field staff statewide on using field data collection software and hardware; provide virtual or limited-travel training and troubleshooting. Develop digital help documentation for internal field, supervisor, and management users to aid in customized mobile and web mapping applications. Required Qualifications
A Bachelor's degree in cartography, geography, photogrammetry, geographic information systems, computer sciences, remote sensing, land survey, civil engineering, natural resources, or a closely related field that includes at least one course in cartography and one course in computer sciences or geographic information systems. AND One year of professional cartographic or GIS production experience. A Master's degree with major study in cartography may substitute for the required experience. One college-level course in cartography and one college-level course in either computer sciences or GIS. OR One college-level course in cartography and one college-level course in either computer sciences or GIS AND any combination of four years of related undergraduate education and full-time experience in technical cartographic or GIS production may substitute for the Bachelor's degree. Preferred/Desired Qualifications
1-3 years of experience with ESRI ArcPro and ArcGIS Online, including feature service data management, field maps, Survey123, and Story Maps. At least 1 year of experience on geospatial projects. Experience writing custom ArcGIS-based Python scripts or Model Builder. Interest and experience with natural resources and agriculture. Experience with web and mobile data applications editing using JavaScript and HTML scripting. Certified UAS pilot and/or drone experience. Employee Benefits
