The Secondary Market Manager is responsible for strategy, oversight, and execution of secondary market functions. Management of investor relationships and development & maintenance of third-party originator relationships with financial institutions. Responsibilities

Provides leadership to the job functions within the secondary market team. Manages and monitors rate locks, pipeline, and pricing. Optimizes daily/hourly agency pricing to maximize revenue prospects. Develops and maintains collaborative working relationships with mortgage origination, mortgage operations, mortgage servicing, accounting & finance. Oversees delivery of loans to investors. Ensures adherence to regulatory compliance and investor guidelines for loan purchases and sales. Implements strategies to achieve mortgage production goals. Designs and negotiates terms and conditions of loan purchase and sale transactions for the benefit of Wings Credit Union. Manages operational funding and settlement of transactions (document signing, wire transfers, legal, etc.). Monitors portfolio performance while analyzing data to manage risk and profitability. Assists with the development of and adheres to annual budget. Monitors post-closing quality control and third-party audits for third party originations. Identifies, develops, and monitors a network of direct relationships with credit unions, banks, and other fixed income investors. Conducts annual reviews for third party originators. Participates in loan pricing and loan review committee meetings. Develops and maintains policies, standards & procedures to ensure efficient and effective governance & operational controls. Negotiates agreements needed to conduct transactions and manage partnerships. Prepares and presents packages to obtain Wings committee approval of purchase pool transactions. Arranges and conducts site visits; reviews and analyzes risk; develops reporting accordingly. Performs other duties as assigned. Qualifications

College degree preferred or equivalent work experience as demonstrated by increased levels of accountability, knowledge required. Minimum of 5 years of capital markets & mortgage lending experience. Minimum of 3 years management experience preferred. Experience working with Encompass and Optimal Blue or similar systems required. Working knowledge of mortgage products & pricing and investor guidelines. Experienced and proficient in Microsoft Office products, including Excel, Word, and PowerPoint. Maintains current knowledge of Federal and State laws and regulations, investor guidelines, as well as industry best practices, including BSA, AML, Patriot Act, CIP, and OFAC regulations and guidelines. Strong understanding of sales, relationship building and mortgage origination, with demonstrated experience to execute and influence. Excellent analytic, organization, presentation, and facilitation skills. Skilled problem solver with ability to negotiate and resolve issues. Excellent oral and written communication skills comfortable working with people at all organizational levels; able to develop and maintain good working relationships with all levels of organizational staff. Desire, ability, and experience in collaborating with people in a professional setting as demonstrated by a positive, enthusiastic attitude, exceptional people skills, professional business appearance and previous work experience.
