Tax Administration Clerk General Statement or Primary Purpose
Under general supervision, performs posting and accounting of revenue, researching and analysis, and assisting citizens. Processes wage garnishments, bank attachments, rent attachments, escheated funds attachments and Sheriff levies; verifies, issues and updates Pitt County beer and wine licenses; answers telephone, e-mail and in-person inquiries; scans check images for online upload to bank. Employee is responsible for considerable data entry work in recording tax payments and other data in computerized files. The employee will be working in a team environment under the direction of the Assistant Tax Administrator. Reports directly to the Collections Supervisor. Duties and Responsibilities or Knowledge, Skills, Abilities
Collects pre-payments, current and delinquent taxes, fees and other revenues through a variety of payment methods including E-Check, mailed payments, cash, checks, money orders, debit or credit cards.; calculates, documents, and collects taxes due; records payments received to proper tax bills and enters appropriate data into computer; provides receipts. Balances cash drawer and prepares daily deposit; sorts incoming mail to identify payments and opens batches for tax payment processing as needed. Scans checks and money orders to the County's bank using on-line procedures. Answers phone and assists citizens by phone, e-mail, or in-person with tax inquiries. Answers questions or refers to appropriate staff member and/or County agency or department. Assists attorneys, mortgage holders and others in determining delinquent or current taxes due. Researches payments made by mortgage companies, citizens or others and makes recommendations to resolve identified problems. Demonstrates tact and professionalism when responding to a wide range of questions or statements, which may include those from irate or discourteous persons. Using a variety of computer files, reports, lists and other data sources, the Agent identifies persons with overdue taxes for wage garnishment or other enforced collection programs. Conducts on-line research for account holder identifying numbers, addresses, and other data needed for enforced collection efforts and updates tax records as necessary. Codes bills on tax software system for enforced collection measures, including bank attachment, wage garnishment, debt setoff, escheated funds attachment, rent attachment, and Sheriff's Levy. Processes enforcement notices with the tax software system and prepares envelopes for certified mailing of notices; prepares copies to be faxed, delivered and/or mailed to banks, credit unions, State agency or employers. Processes enforced collection payments. Sends release notices and/or change notices to banks, credit unions and employers, as applicable. Establishes and maintains a variety of tangible files and computer spreadsheets, filing and retrieving information as requested or otherwise necessary. Issues and processes annual renewals of beer and wine licenses. Issue mobile home moving permits, using guidelines provided by The Machinery Act of North Carolina and office procedures. Utilizes various programs on computerized data entry equipment (including Microsoft Office and Excel programs, tax software and in-house tax and/or file maintenance programs) to enter, store and/or retrieve information; summarizes data in preparation of standardized reports, such as tax statements for mortgage companies, tax statements for individuals, and statements of taxes paid. Prepares daily reports and reconciliation of collections and prepares daily bank deposit.
ADDITIONAL JOB FUNCTIONS
For testing purposes, enters data, codes enforcements, and/or processes payments on the test server as part of Tax Administration's review and evaluation of the tax software patches, updates, and enhancements furnished by the tax software company or by the Pitt County MIS Department. Processes occupancy tax and gross receipts tax payments as needed. Demonstrates effective verbal and written communication skills in dealing with a diverse group of citizens. Performs other related duties as assigned. Minimum Education and Experience
Graduation from high school and three years of experience in clerical or financial work; or any equivalent combination of education and experience. Tax related field experience preferred but not required. Must possess strong analytical, computer, cash handling, verbal and written communications skills. Special Requirements
Must meet qualification for coverage under blanket bond. Must successfully complete Fundamentals of Tax Collection and Property Tax Listing and Assessing within the first two years of employment.
